The Board meets pursuant to adjournment, and is called to order by Chairperson Nagler at 6:30 p.m. in the County Board Room, located at 410 South Walnut Street, Appleton, Wisconsin.

Roll call of the Board of Supervisors. The Board Chairperson requests the Board's confirmation regarding excused members.

The Pledge of Allegiance will be offered by Chairperson Nagler.

Approval of the June 23, 2015 County Board Meeting minutes.

APPOINTMENTS
A letter was received from County Executive Nelson nominating for appointments to the Coordinating Council, said terms expiring April 30, 2016: Judge Mitch Metropulos as circuit-court representative, with Judge Greg Gill as his alternate, and Karen Iverson-Riggers as community business representative, with Maren Peterson as her alternate.

A letter was received from County Executive Nelson nominating for appointment to the Land Information Council, said term expiring April 1, 2016: Julie Vanden Acker as MIS representative.

A letter was received from County Executive Nelson nominating for re-appointments to the Local Emergency Planning Committee (LEPC), said terms expiring June 2018: Dan Brady, Mary Dorn, and Richard Trilling.

REPORT BY THE COUNTY EXECUTIVE
County Executive Thomas Nelson will give an Administrative Update.

REPORT AND PRESENTATION OF COUNTY LOBBYIST
County Lobbyist Mark Wadium will speak on subjects of County interest.

UNFINISHED BUSINESS
Substitute Resolution No. 30—2015-16 – Property, Airport, Recreation & Economic Development Committee. Conceptually approve of Option D, as identified by Venture Architects, at a projected cost of $36.7 million.

Substitute Resolution No. 30—2015-16 was previously distributed to County Board members at the June 23 Board meeting; County Board members: Please bring your copy to the meeting.

At the June 23, 2015 County Board meeting, Supervisor Culbertson moved, seconded by Supervisor Grady, for adoption. Supervisor Culbertson requested that the following words be stricken on page 1, line 7: “and a four level parking structure projected to cost $9.5 million.” No objections, so ordered. Correction approved. Supervisor Rabec moved, seconded by Supervisor Spears, to amend page 1, line 13, by adding “BE IT FURTHER RESOLVED, that the Outagamie County Board of Supervisors does conceptually approve the relocation and building of Sheriff’s Department at a projected cost of $6 million.” After some discussion, Supervisor Lemanski moved, seconded by Supervisor Pleuss, for the previous question. Motion to cut debate was defeated. A roll call was taken to amend page 1, line 13, and the amendment failed. Supervisor Spears then moved, seconded by Supervisor Duncan, to refer this resolution back to the Property Committee. Motion carried.

NEW BUSINESS 
Resolution No. Z-5—2015-16 - Agriculture, Extension Education, Zoning & Land Conservation Committee. Recommend approval of a proposed 18.4 acre rezoning request in the Town of Buchanan from Residential District to Commercial District for Jeremie Lamine.

Resolution No. Z-6—2015-16 - Agriculture, Extension Education, Zoning & Land Conservation Committee. Recommend approval of a proposed .23 acre rezoning request in the Town of Greenville from Industrial District to Commercial District for Rick and Linda Reinke.

Resolution No. 33—2015-16 – Health & Human Services Committee. Support proposed legislation extending the “special circumstances battery” provisions to a person who is employed by, or under contract with, a court, a county department of human or social services, a tribal child welfare agency, or the department of children and families.

Resolution No. 34—2015-16 – Highway, Recycling & Solid Waste Committee. Authorize granting Bernatello’s Foods one access on the north side of CTH OO, and that the permit, when issued, is subject to conditions imposed by the Outagamie County Highway Commissioner.

Resolution No. 35—2015-16 – Finance Committee. Approve requesting a statutory change to allow the use of electronic poll books by a municipality/county and requires the Government Accountability Board to draft rules for their use within the municipality/county in a timely fashion.

Resolution No. 36—2015-16 – Public Safety Committee. Support relocating the Sheriff’s Department Administration and Patrol, the Coroner’s Office, and the Emergency Management Department to the Omnni building.
