The Board meets pursuant to adjournment, and is called to order by Chairperson Nagler at 6:30 p.m. in the County Board Room, located at 410 South Walnut Street, Appleton, Wisconsin.

Roll call of the Board of Supervisors. The Board Chairperson requests the Board's confirmation regarding excused members.

The Pledge of Allegiance will be offered by Chairperson Nagler.

Approval of the September 22, 2015 County Board Meeting minutes.

NEW BUSINESS 
Resolution No. Z-12—2015-16 – Agriculture, Extension Education, Zoning & Land Conservation Committee. Approve a 4.78 acre rezoning request, in the Town of Buchanan, for Garners Creek Development, LLC, from General Agriculture District to Single-Family District. 

Resolution No. 53—2015-16 – Property, Airport, Recreation and Economic Development Committee. Recommend the utilization of property and/or structures located outside the downtown campus for the purpose of relocating the Sheriff's Department Patrol Division, in order to allow the Patrol Division to better serve the needs of the residents they provide law enforcement services, and recommend that the square footage potentially vacated by the Sheriff’s Department be utilized by the Veterans Department in an area that satisfies the accessibility needs of their clients. 

Resolution No. 54—2015-16 – Public Safety Committee. Recommend relocating the Law Enforcement portion of the Sheriff’s Department out of the downtown campus to an area near a major arterial. 

Resolution No. 55—2015-16 – Finance Committee. Approve the Operating After Revocation fee of $50 per case and the Deferred Prosecution Agreement fee of $50 per misdemeanor case and $100 per felony case, said fees to be implemented in October 2015. 

Resolution No. 56—2015-16 – Finance Committee. Approve and authorize the execution of "Resolution Awarding the Sale of $3,765,000 General Obligation Promissory Notes, Series 2015.” 

Resolution No. 57—2015-16 – Property, Airport, Recreation and Economic Development Committee. Approve the Parks Need Study Ad Hoc Committee recommendation to utilize segregated funds (Cost Center 2080200) to create: 1) A traditional and/or linear park in the vicinity of the Duck Creek Corridor; and/or 2) A linear park with trail connections and water access points in the vicinity of the Fox River, as noted in the “Outagamie County Parks Needs Study-2014-2015,” and approve the “Outagamie County Parks Needs Study-2014-15” be included as an addendum to the Outdoor Recreation and Open Space Plan: 2014-2018. 

Resolution No. 58—2015-16 – Health and Human Services Committee. Authorize Health and Human Services to enter into a written cooperative agreement with Homeless Connections for the purpose of applying for a $18,150 Community Development Block Grant to allow for the continuation of a Social Security Outreach, Access and Recovery (SOAR) Program during federal fiscal year 2016, with financial and agreement information as provided in the resolution. 

Resolution No. 59—2015-16 – Health and Human Services Committee. Authorize and approve various budget transfers and alterations in the 2015 Health and Human Services budget as noted on the attached fiscal note and attachment A. 

Resolution No. 60—2015-16 – Finance Committee. Support proposed legislation to add a Hmong mej koob to the list of who may officiate at a marriage. 

Ordinance No. E—2015-16 – Public Safety Committee. Approve amending Chapter 32, LAW ENFORCEMENT, of the Outagamie Code of Ordinances, by creating Section 32-10 Criminal Justice Treatment Services.
