The Board meets pursuant to adjournment, and is called to order by Chairperson Nagler at 6:30 p.m. in the County Board Room, located at 410 South Walnut Street, Appleton, Wisconsin.

Roll call of the Board of Supervisors. The Board Chairperson requests the Board's confirmation regarding excused members.

The Pledge of Allegiance will be offered by Chairperson Nagler.

Approval of the February 9, 2016 County Board Meeting minutes.

SPECIAL ORDER OF BUSINESS
Recognition of Allison Hafeman from St. Mary’s School, Greenville, for her 1st Place Speech titled, “Conservation of Electricity” from the Conservation & Environmental Awareness Speaking Competition (unable to present at the County Board meeting).

Alessandra Betchner from St. Mary’s School, Greenville, will present her 1st Place Speech titled, “Stopping VHSV in Our Lakes,” from the Conservation & Environmental Awareness Speaking Competition.

APPOINTMENTS
A letter was received from County Board Chairperson Nagler nominating the following supervisors for appointment to the Space and Security Needs Project Oversight Committee: Kevin Sturn, Dean Culbertson, Tony Krueger and Patrick Meyer. Additionally, Supervisor Culbertson is nominated for appointment as chair of the committee.

A letter was received from County Executive Nelson nominating the following individuals for appointment to the Space and Security Needs Project Oversight Committee: Carrie Schneider-Public Safety Representative, Rosemary Davis-Health & Human Services Representative, Paul Farrell-Facilities/Maintenance Representative and Kara Homan-County Executive’s Representative.

REPORT BY THE COUNTY EXECUTIVE
County Executive Thomas Nelson will give an Administrative Update.

REPORT AND PRESENTATION OF COUNTY LOBBYIST
County Lobbyist Mark Wadium will speak on subjects of County interest.

UNFINISHED BUSINESS
Resolution No. 135—2015-16 – Health and Human Services Committee. Oppose proposed legislation which would make changes to the current law governing veterans affairs, changes to powers of officials or employees of the Department of Veterans Affairs, changes to the powers of the Board of Veterans Affairs, and changes regarding the maintenance of veterans homes.

Resolution No. 135—2015-16 was previously distributed to County Board members at the February 9, 2016 County Board meeting. County Board members: Please bring your copy to the meeting.

At the February 9, 2016 County Board meeting, Supervisor Krueger moved, seconded by Supervisor Iverson, for adoption. Supervisor Thomas moved, seconded by Supervisor Pleuss, to refer Resolution No. 135 to the Health and Human Services Committee. Motion carried.

NEW BUSINESS
Ordinance No. Z-4—2015-16 – Agriculture, Extension Education, Zoning & Land Conservation Committee. Recommend adoption of text amendments to the Outagamie County Sanitary Ordinance Section 42-29 Maintenance program (c), (d), and Definitions, to accept digital on line reporting by the service providers.

Resolution No. 140—2015-16 – Highway, Recycling & Solid Waste Committee. Authorize the Outagamie County Highway Department to complete earthwork and construction activities in conjunction with the Recyling and Solid Waste Department on Phase 3 of the Northeast Cell Construction Project, the East Landfill Final Cover Project and the Northeast Landfill Roadway Project utilizing 2016 budgeted funds up to $3,223,055, as noted on the attached fiscal note.

Resolution No. 141—2015-16 – Legislative/Audit & Human Resources Committee. Approve the attached Administrative Rule 16-02 regarding project oversight committee membership.
