The Board meets pursuant to adjournment, and is called to order by Chairperson Nagler at 6:30 p.m. in the County Board Room, located at 410 South Walnut Street, Appleton, Wisconsin.

Roll call of the Board of Supervisors. The Board Chairperson requests the Board's confirmation regarding excused members.

The Pledge of Allegiance will be offered by Chairperson Nagler.

Approval of the March 8, 2016 County Board Meeting minutes.

PUBLIC PARTICIPATION FOR A PERIOD OF FIFTEEN MINUTES (PERTINENT TO THE RESOLUTIONS OF THE DAY)

APPOINTMENTS
A letter was received from County Executive Nelson nominating Cheryl Zadrazil for appointment to the Greenway Implementation Committee; said term expiring October 1, 2018.

A letter was received from County Executive Nelson nominating Julie Vanden Acker for appointment as Outagamie County MIS Director effective March 23, 2016, pending County Board approval.

A letter was received from County Executive Nelson nominating Julie Vanden Acker to serve as the Outagamie County MIS representative on the FoxComm Executive Committee and the FoxComm Fiscal Advisory Board.

A letter was received from County Executive Nelson nominating Andy Rowell for appointment and Ryan Barrette, Brad Bastian, Michael Bouchard, Jeremy Freund, Mary Hammen, Jim Hebert, Tim Roach, Sarah Van Camp and Julie Vanden Acker for re-appointment to the Land Information Council; said terms expiring April 1, 2018.

REPORT AND PRESENTATION OF COUNTY LOBBYIST
County Lobbyist Mark Wadium will speak on subjects of County interest.

UNFINISHED BUSINESS 
Resolution No. 135—2015-16 – Health and Human Services Committee. Oppose proposed legislation which would make changes to the current law governing veterans affairs, changes to powers of officials or employees of the Department of Veterans Affairs, changes to the powers of the Board of Veterans Affairs, and changes regarding the maintenance of veterans homes.

Resolution No. 135—2015-16 was previously distributed to County Board members at the February 9, 2016 County Board meeting. County Board members: Please bring your copy to the meeting.

At the February 9, 2016 County Board meeting, Supervisor Krueger moved, seconded by Supervisor Iverson, for adoption. Supervisor Thomas moved, seconded by Supervisor Pleuss, to refer Resolution No. 135 to the Health and Human Services Committee. Motion carried. At the February 23, 2016 County Board meeting, Supervisor Iverson requested that Resolution No. 135 be held in committee. No objection; so ordered. At the March 8, 2016 County Board meeting, Supervisor Lemanski requested that Resolution No. 135 be held in the Health and Human Services Committee. No objections, so ordered. 

Resolution No. 143—2015-16 – Property, Airport, Recreation & Economic Development Committee. Approve of the Appleton Airport and Cobblestone Aviation, LLC, entering into a lease agreement for hangar space as noted on the attached Common Storage Hangar Space Lease Agreement.

Resolution No. 143—2015-16 was previously distributed to County Board members at the March 8, 2016 County Board meeting. County Board members: Please bring your copy to the meeting.

At the March 8, 2016 County Board meeting, Supervisor Hagen moved, seconded by Supervisor Klemp, for adoption. Supervisor Krueger stated that the length of the lease is different on Page 1 of the Resolution and page 28 of the attachment. Corporation Counsel Guidote reported that he would need to have the length of lease clarified with the Airport Director and recommended that the resolution be held in committee. Supervisor Rabec moved, seconded by Supervisor Grady, to hold Resolution 143 in committee.

NEW BUSINESS 
Resolution No. 147—2015-16 – Legislative/Audit & Human Resources Committee. Approve seasonal worker categories and wages. 

Resolution No. 148—2015-16 – Legislative/Audit & Human Resources Committee. Authorize salary adjustments for the new term of office starting in 2017 for the County Clerk, Register of Deeds and Treasurer with salary adjustments of 1.5% in 2017 and 2018; and 1% in 2019 and 2020, with the fringe benefit packages continuing for said offices. 

Resolution No. 149—2015-16 – Legislative/Audit & Human Resources Committee. Approve the Justice Center Association Union employees settlement agreement authorizing a 0.73% base wage increase effective with the January 11, 2016 pay period and authorizing an additional lump sum payment of 1.27% of each employee’s wages to be paid on the July 15, 2016 paycheck, calculated by using the pay received in the first 13 pay periods of the year, along with attendant budget expenses and revenues. 

Resolution No. 150—2015-16 – Agriculture, Extension Education, Zoning & Land Conservation Committee. Approve amending the 2015 Land Conservation Budget by $40,000 to accept grant funds for work completed in 2015. 

Resolution No. 151—2015-16 – Agriculture, Extension Education, Zoning & Land Conservation Committee. Approve amending the 2015 Land Conservation revenue budget by $20,000 for the reimbursement of work completed in 2015, and approve amending the 2016 Land Conservation revenue and expenditure budgets to accept and expend state funding of $20,000 as noted in the attached fiscal note. 

Resolution No. 152—2015-16 – Highway, Recycling & Solid Waste Committee. Authorize the transfer of ownership and the execution of a Quit Claim Deed to the State of Wisconsin for a 10.28 acre parcel, excluding 0.274 acres to be retained as highway right of way, located on the east side of CTH J, north of STH 54. 

Resolution No. 153—2015-16 – Highway, Recycling & Solid Waste Committee. Designate April 11-15, 2016 as “Work Zone Safety Awareness Week” in Outagamie County. 

Resolution No. 154—2015-16 – Highway, Recycling & Solid Waste Committee. Approve reclassifying the Materials Diversion Program funding from the Tri-County Landfill Operations Cost Center Capital Outlay to Outagamie County’s internal Landfill Operations Cost Center in the amount of $50,000. 

Resolution No. 155—2015-16 – Public Safety Committee. Approve transferring $17,500 from the Small Department Vacation/Sick Payout fund to the Clerk of Courts Salaries and Fringe Benefits Cost Center. 

Resolution No. 156—2015-16 – Finance Committee. Approve all excess or deficiency of revenues, over/under expenditures, and unexpended appropriations of various accounts reverting to the County’s General Fund, or from the General Fund, as of December 31, 2015, with exceptions and as noted in the detailed attachments to the resolution.
