The Board meets pursuant to adjournment, and is called to order by Chairperson Nagler at 6:30 p.m. in the County Board Room, located at 410 South Walnut Street, Appleton, Wisconsin.

Roll call of the Board of Supervisors. The Board Chairperson requests the Board's confirmation regarding excused members.

The Pledge of Allegiance will be offered by Chairperson Nagler.

Approval of the minutes of May 27, 2014 County Board meeting.

APPOINTMENTS

A letter was received from County Executive Thomas Nelson nominating Dick Gosse for appointment to the Outagamie County Health and Human Services Board as a citizen representative for a three-year term, said term expiring December 2016.

A letter was received from County Executive Thomas Nelson nominating Bob Stadel (term expiring June 2016), Roy Hegard (term expiring June 2016) and Robert Schuh (term expiring June 2016) for reappointment to the Zoning Board of Adjustment.

A letter was received from County Chairperson Helen Nagler nominating Mary Dorn for appointment as the Outagamie County Public Health Officer for the duration of her employment with Outagamie County’s Public Health Division.

NEW BUSINESS

Resolution No. Z-4—2014-15 – Agriculture, Extension Education, Zoning & Land Conservation Committee. Approve the proposed rezoning request of 4.77 acres located in the Town of Kaukauna for Fox Valley Wood Products from General Agriculture to Light Industrial District as depicted on the attached review and map.

Resolution No. 4 —2014-15 – Public Safety Committee. Accept and expend the 2014 County/Tribal Law Enforcement Grant funds in the amount of $16,038 which will be used to purchase a drug detection K-9, training, officer lodging and meals, and supplies, as noted on the attached fiscal note. 

Resolution No. 5 —2014-15 – Public Safety Committee. Approve of applying for, accepting and expending the 2014 Edward Byrne Memorial Justice Assistance Grant funds in the amount of $12,970 which will be used to purchase Tasers, digital cameras, and SD cards, as noted on the attached fiscal note.

Resolution No. 6 —2014-15 – Finance Committee. Authorize the Outagamie County Representative on the Little Chute TID Review Board to vote in favor of the proposed amendment to the Village of Little Chute TID #4, as noted on the attached Project Plan Amendment of TID #4.

Resolution No. 7 —2014-15 – Property, Airport, Recreation and Economic Development Committee. Authorize and approve placing $2,129 into the County Executive Budget account created specifically for the use of sustainable initiatives as noted on the attached fiscal note.

Resolution No. 8 —2014-15 – Health and Human Services Committee. Support the proposed funding of $100,000 to the CELC (Community Early Learning Center) to assist in the creation of the CELC building. This resolution will need further action by the county board, through its annual budget meeting, for such funds to be appropriated for the stated purpose.

Resolution No. 9 —2014-15 – Health and Human Services Committee. Direct the County Clerk to place the following advisory question on the countywide ballot at the election to be held on
November 4, 2014: “Shall the next State Legislature accept available federal funds for BadgerCare to ensure that thousands of Wisconsin citizens have access to quality affordable health coverage?”

Resolution No. 10 —2014-15 – Finance Committee. Authorize a special election be held for the Outagamie County Supervisor District 13 County Supervisory race on August 12, 2014, consistent with judicial order of the Honorable Mitchell J. Metropulos.

Ordinance No. B—2014-15 - Legislative/Audit and Human Resources Committee. Recommend that Chapter 2 of the Outagamie Code of Ordinances, Division 3. STANDING COMMITTEES, Section 2-163, Duties, number 7; be changed relative to the duties of the Finance Committee as listed in the ordinance.
