The Board meets pursuant to adjournment, and is called to order by Chairperson Nagler at 6:30 p.m. in the County Board Room, located at 410 South Walnut Street, Appleton, Wisconsin.

Roll call of the Board of Supervisors. The Board Chairperson requests the Board's confirmation regarding excused members.

The Pledge of Allegiance will be offered by Chairperson Nagler.

Approval of the minutes of June 10, 2014 County Board meeting.

NOTE to County Board: Please bring your copy of Resolution No. 9 to the meeting from your previous packets. The fiscal note is included in this packet. 

Resolution No. 9 —2014-15 – Health and Human Services Committee. Direct the County Clerk to place the following advisory question on the countywide ballot at the election to be held on
November 4, 2014: “Shall the next State Legislature accept available federal funds for BadgerCare to ensure that thousands of Wisconsin citizens have access to quality affordable health coverage?”

At the June 10, 2014 meeting, Supervisor Iverson requested that Resolution No. 9 be held in committee. No objections; so ordered.

NEW BUSINESS

Ordinance No. Z-2—2014-15 – Agriculture, Extension Education, Zoning & Land Conservation Committee. Recommend adoption of the petition from Ho Chunk Nation in the Town of Oneida to rezone a single parcel containing 4.6 acres from General Agriculture District to Single Family Residential District as depicted on the attached review and map. 

Ordinance No. Z-3—2014-15 – Agriculture, Extension Education, Zoning & Land Conservation Committee. Approve the proposed Comprehensive Plan Amendment of parcel 17-0-1981-02 from an agriculture parcel to a residential parcel located in the Town of Oneida as depicted on the attached review and map. 

Resolution No. Z-5—2014-15 – Agriculture, Extension Education, Zoning & Land Conservation Committee. Recommend approval of the proposed rezoning request for Greg Muller of 1.51 acres from Industrial District to Single Family Residential District in the Town of Buchanan as depicted on the attached review and map. 

Resolution No. 11—2014-15 – Highway and Solid Waste Committee. Approve various 2013 Highway Department budget adjustments, as noted on the attached fiscal note and attachment “B”. 

Resolution No. 12—2013-14 – Property, Airport, Recreation and Economic Development Committee. Authorize and approve of accepting and expending up to $96,931 of Department of Revenue supplemental snowmobile trail maintenance grant funding as noted on the attached fiscal note. 

Resolution No. 13—2013-14 – Property, Airport, Recreation and Economic Development Committee. Authorize and approve of accepting and expending $29,679 of County Conservation Aids grant funding as noted on the attached fiscal note. 

Resolution No. 14—2013-14 – Property, Airport, Recreation and Economic Development Committee. Approve of amending the purchase agreement by extending the closing date on the Casaloma/STH 15 offer to purchase from June 16, 2014 to August 25, 2014 as noted on the attached seventh WB-40 Amendment To Offer To Purchase. 

Resolution No. 15—2013-14 – Property, Airport, Recreation and Economic Development Committee. Approve the creation of a seven-member Outagamie County Insane Asylum Cemetery Oversight Committee which shall oversee cemetery projects and assure they are proceeding in the best interest of the county. 

Resolution No. 16—2013-14 – Property, Airport, Recreation and Economic Development Committee. State that the attached list of proposed improvements is in the best interest of the Outagamie County Regional Airport. 

Resolution No. 17—2013-14 – Property, Airport, Recreation and Economic Development Committee. Accept the City of Appleton’s offer to purchase county-owned property located directly north of the Justice Center as noted on the attached Offer to Purchase and that funds from the sale will be committed to future land acquisition or expansion as noted on the attached fiscal note.
