The Board meets pursuant to adjournment, and is called to order by Chairperson Nagler at 6:30 p.m. in the County Board Room, located at 410 South Walnut Street, Appleton, Wisconsin.

Roll call of the Board of Supervisors. The Board Chairperson requests the Board's confirmation regarding excused members.

The Pledge of Allegiance will be offered by Chairperson Nagler.

Approval of the minutes of July 22, 2014, County Board meeting.

PUBLIC PARTICIPATION FOR A PERIOD OF FIFTEEN MINUTES (PERTINENT TO THE RESOLUTIONS OF THE DAY)

APPOINTMENTS
A letter was received from County Executive Thomas Nelson recommending the citizen member
appointment of Veronica Flower to the Health & Human Services Board
for a three-year term, expiring December 31, 2016.

A letter was received from County Executive Thomas Nelson nominatingLoren Dieck as the Outagamie County Parks Director effective August 27, 2014.

REPORT BY THE COUNTY EXECUTIVE
County Executive Thomas Nelson will give an Administrative Update.

REPORT AND PRESENTATION OF COUNTY LOBBYIST
County Lobbyist Mark Wadium will speak on subjects of County interest.

NEW BUSINESS 
Resolution No. Z-7—2014-15 - Agriculture, Extension Education, Zoning & Land Conservation Committee. Approve of the proposed Town of Black Creek Zoning Ordinance.

Ordinance No. Z-5—2014-15 – Agriculture, Extension Education, Zoning & Land Conservation Committee. Adopt the petition from Jack Mueller in the Town of Seymour to rezone 2.28 acres from Exclusive Agriculture District to General Agriculture District.

Resolution No. 26—2014-15 - Finance Committee. Support proposed legislation which would allow escrow accounts and irrevocable trusts used by landfill owners to demonstrate proof of financial responsibility to include securities issued by an instrumentality of the federal government, as well as securities issued by the federal government. 

Resolution No. 27—2014-15 - Finance Committee. Deny the claim submitted by the Law Office of Eric R. Wimberger, LLC, on behalf of Blaine Seppel and Denise Stamps.

Ordinance No. C—2014-15 – Legislative/Audit & Human Resources Committee. Amend the Outagamie County Board rules, Chapter 2 of the Outagamie Code of Ordinances, Division 3. STANDING COMMITTEES, Section 2-186 Composition, Section 2-187 Duties, and Section 2-188 Budgetary to change references to the “Highway and Solid Waste Committee” to the “Highway, Recycling and Solid Waste Committee.”
