Office of the County Clerk, September 9, 2014.

The Board meets pursuant to adjournment, and is called to order by Chairperson Nagler at 6:30 p.m. in the County Board Room, located at 410 South Walnut Street, Appleton, Wisconsin.

Roll call of the Board of Supervisors. The Board Chairperson requests the Board's confirmation regarding excused members.

The Pledge of Allegiance will be offered by Chairperson Nagler.

Approval of the minutes of August 12, 2014, County Board meeting.

SPECIAL ORDER OF BUSINESS

ESTABLISH ORDER OF THE DAY

The two appointment letters/information were received by the County Clerk after the deadline as required in Sec. 2-50. Rule 7 – Timing for submission to Board. A suspension of the rules is required for action on the appointments.

APPOINTMENTS

A letter from County Executive Nelson for reappointment of Randy Dorow and appointment of Al Kramer on the Land Conservation Committee for one-year terms expiring April 2015.

A letter from Board Chairperson Helen Nagler for appointment of Leroy Van Asten to the Outagamie County Greenway Implementation Committee for a two-year term ending April 2016.

REPORT BY THE COUNTY EXECUTIVE
County Executive Thomas Nelson will give an Administrative Update.

REPORT AND PRESENTATION OF COUNTY LOBBYIST
County Lobbyist Mark Wadium will speak on subjects of County interest.

NEW BUSINESS

Ordinance No. Z-6—2014-15 – Agriculture, Extension Education, Zoning & Land Conservation Committee. Adopt the petition from Robert Valentine to rezone a proposed 23 lot residential development from the General Agriculture District to the Single Family Residential District in the Town of Freedom as depicted on the attached review and map.

Ordinance No. Z-7—2014-15 – Agriculture, Extension Education, Zoning & Land Conservation Committee. Adopt the petition from Susan Wagenson to rezone Lot 1 of a proposed Certified Survey Map totaling 2 acres out of a 40 acre parcel from Exclusive Agriculture District to General Agriculture District in the Town of Maple Creek as depicted on the attached review and map.

Resolution No. 28—2014-15 – Property, Airport, Recreation and Economic Development Committee. Establish the Common Storage Hangar Project as a public works project, total cost estimated at $1.107 million, and authorize the formation of the Common Storage Hangar Oversight Committee to oversee this public works project.

Resolution No. 29—2014-15 – Property, Airport, Recreation and Economic Development Committee. Accept the donation of the garage/shop building located at the Mosquito Hill Nature Center.

Note to County Board regarding Resolution No. 30: A large copy of the Asylum Cemetery Memorial site plan will be hanging in the County Board room.

Resolution No. 30—2014-15 – Property, Airport, Recreation and Economic Development Committee. Approve of the Outagamie County Insane Asylum Cemetery Memorial site plan, which is attached and by reference made a part hereof.

Resolution No. 31—2014-15 – Property, Airport, Recreation and Economic Development Committee. Approve of the Fourth Addendum to the Gulfstream South Hangar Lease (Columbia Drive), which is attached and by reference made a part hereof.

Resolution No. 32—2014-15 – Property, Airport, Recreation and Economic Development Committee. Approve of the Fifth Addendum to the Gulfstream North Lease (Atlantis Drive), which is attached and by reference made a part hereof.
