Office of the County Clerk, November 3, 2014.

The Board meets pursuant to adjournment and is called to order by Board Chairperson Helen Nagler at 5:30 p.m.

The Board Chairperson requests the Board's confirmation regarding excused members.

The Pledge of Allegiance will be led by Chairperson Nagler.

The annual meeting for purposes of budget adoption will recess and reconvene subject to confirmation by the Board.

SPECIAL ORDER OF BUSINESS

ESTABLISH ORDER OF THE DAY

The Finance Committee moves for adoption of the 2015 County Executive Budget. They will also move their recommendations.

The budgets will be taken up by committee in the order as listed below:

New Position Requests -2015 Budget - table included in packet

Resolution No. 52 —2014-2015 - Legislative/Audit & Human Resources Committee. Create a Self Help Center Coordinator position as a permanent, part-time position on the County Table of Organization funded as set forth in the 2015 Proposed County Executive Budget, replacing a sunset position of the same title, pay range and description. 

Resolution No. 53 —2014-2015 - Legislative/Audit & Human Resources Committee. Authorize the salary schedule for the Outagamie County Executive position for the term of office beginning in 2015 and terminating in 2018 which gives the position of County Executive a one percent (1.0%) increase for 2015 and a one and one- half percent (1.5%) increase for years 2016, 2017 and 2018, as noted on Attachment “A”.


Resolution No. 54 —2014-2015 - Legislative/Audit & Human Resources Committee. Authorize and approve of amending the TABLE OF ORGANIZATION FOR THE CORPORATION COUNSEL COST CENTER, 1001500, by creating (1) part-time Assistant Corporation Counsel position effective January 1, 2015, with the attached budget changes. 


Resolution No. 55 —2014-2015 - Legislative/Audit & Human Resources Committee. Authorize and approve of amending the TABLE OF ORGANIZATION FOR THE HEALTH & HUMAN SERVICES COST CENTER, 2064010, by creating (2) full-time Economic Support Specialist I/II positions effective January 1, 2015, with the attached budget changes.

Resolution No. 56 —2014-2015 - Legislative/Audit & Human Resources Committee. Authorize and approve of amending the TABLE OF ORGANIZATION FOR THE HEALTH & HUMAN SERVICES COST CENTER, 2064010, by creating (1) full-time Staff Development Specialist position effective January 1, 2015, with the attached budget changes.

Resolution No. 57 —2014-2015 - Legislative/Audit & Human Resources Committee. Authorize and approve of amending the TABLE OF ORGANIZATION FOR THE HEALTH & HUMAN SERVICES COST CENTER, 2066090, by creating (1) full-time Supervisor: Mental Health Services position effective January 1, 2015, with the attached budget changes.

Resolution No. 58 —2014-2015 - Legislative/Audit & Human Resources Committee. Authorize and approve of amending the TABLE OF ORGANIZATION FOR THE HEALTH & HUMAN SERVICES DEPARTMENT COST CENTER, 2063090, by eliminating (1) full-time Supervisor: Developmental Disabilities position effective January 1, 2015, with the attached budget changes. 

Resolution No. 59—2014-2015 - Legislative/Audit & Human Resources Committee. Authorize and approve of amending the TABLE OF ORGANIZATION FOR THE LAND CONSERVATION COST CENTER, 1008200, by creating (1) full-time Environmental Engineer/Project Coordinator position effective January 1, 2015, with the attached budget changes.

Resolution No. 60 —2014-2015 - Legislative/Audit & Human Resources Committee. Authorize and approve of amending the TABLE OF ORGANIZATION FOR THE LAND CONSERVATION DEPARTMENT COST CENTER, 1008200, by eliminating (1) full-time Multi Watershed Project Manager position effective January 1, 2015, with the attached budget changes. 

Resolution No. 61 —2014-2015 - Legislative/Audit & Human Resources Committee. Authorize and approve of amending the TABLE OF ORGANIZATION FOR THE MIS COST CENTER, 6040100, by creating (1) full-time Micro Systems Coordinator position effective January 1, 2015, with the attached budget changes.

Resolution No. 83—2014-2015 - Legislative/Audit & Human Resources Committee. Authorize and approve of amending the TABLE OF ORGANIZATION FOR THE BREWSTER VILLAGE DEPARTMENT COST CENTER, 5017100, by eliminating (4) part-time Seasonal Worker positions effective January 1, 2015, with the attached budget changes.


Resolution No. 84 —2014-2015 - Legislative/Audit & Human Resources Committee. Authorize a 1% increase in per diems for the Deputy Coroners effective January 11, 2015, as noted on the attached fiscal note and information sheet. 


Resolution No. 85 —2014-2015 - Legislative/Audit & Human Resources Committee. Approve the attached Administrative Rule 14-01 regarding the AS&P Personnel Manual and the Interim Personnel Policy Manuals for AFSCME Local 2046 (General Employees); AFSCME Local 2416 (Professional Employees); AFSCME Local 455 (Highway, Recycling & Solid Waste); AFSCME Local 980 (Brewster Village); and the Outagamie County Justice Center Association.


Resolution No. 86 —2014-2015 - Legislative/Audit & Human Resources Committee. Approve a 1% wage adjustment for AS&P employees and the employees covered under the following Interim Personnel Policy Manuals: General Employees (Local 2046); Professional Employees (Local 2416); Highway, Recycling & Solid Waste employees (Local 455); Brewster Village employees (Local 980); and the Outagamie County Justice Center Association employees, and approve a non-base wage adjustment for the same employees of a one-time $250 payment for full-time employees and a prorated amount for part-time employees who are employed as of December 1, 2014, and prorated further for employees hired in 2014 by quarters, as noted in the attachments.

Approve of a budget transfer in the amount of $15,000 from capital outlay to purchased services in the County Property cost center for window replacement at the UWEX as noted on the attached fiscal note.
