The Board meets pursuant to adjournment, and is called to order by Chairperson Nagler at 6:30 p.m. in the County Board Room, located at 410 South Walnut Street, Appleton, Wisconsin.

Roll call of the Board of Supervisors. The Board Chairperson requests the Board's confirmation regarding excused members.

The Pledge of Allegiance will be offered by Chairperson Nagler.

Approval of the minutes of January 27, 2015, County Board meeting.

APPOINTMENTS
A letter was received from County Executive Thomas Nelson recommending the re-appointments of Kevin Behnke, Jerry Iverson, Barney Lemanski, Patrick Meyer, Cathy Spears, and Marcia Trentlage to theHealth & Human Services Board for a three-year term, expiring December 31, 2017.

A letter was received from County Executive Thomas Nelson nominating Lisa Van Schyndel as theEmergency Management Director, effective March 9, 2015 pending County Board confirmation.

REPORT BY THE COUNTY EXECUTIVE
County Executive Thomas Nelson will give an Administrative Update.

REPORT AND PRESENTATION OF COUNTY LOBBYIST
County Lobbyist Mark Wadium will speak on subjects of County interest.

UNFINISHED BUSINESS
Note to County Board: Please bring your copies of Resolution No. 105—2014-15 that you received with your last packet.
Resolution No. 105—2014-15 – Property, Airport, Recreation & Economic Development Committee. Approve the Second (2) Addendum to the Kimberly Clark Global Sales, LLC Lease.

At the January 27, 2015, meeting, Supervisor Culbertson requested that Resolution No. 105 be held in committee. No objections; so ordered.

NEW BUSINESS
Resolution No. 108—2014-15 – Agriculture, Extension Education, Zoning & Land Conservation Committee. Support proposed legislation which prohibits, with certain exceptions, the manufacture of a personal care product containing microbeads beginning January 1, 2016, and support legislation which prohibits, with certain exceptions, selling or distributing a personal care product containing microbeads beginning January 7, 2017.

Resolution No. 109—2014-15 – Property, Airport, Recreation & Economic Development Committee. Authorize granting WE Energies a 12-foot wide easement on the airport, as noted on the attached Distribution Easement Underground and Temporary Exhibit A.

Resolution No. 110—2014-15 – Finance Committee. Support the Village of Wrightstown’s project plan creating Tax Incremental District No. 3, as detailed on the attached “Project Plan for the Creation of Tax Incremental District No. 3”.

Resolution No. 111—2014-15 – Finance Committee. Approve the transfer of $21,621 from the Reserve for Contingency Fund to UW Fox Valley as noted on the attached fiscal note.

Resolution No. 112—2014-15 – Legislative/Audit & Human Resources Committee. Recommend that a 1.5% employee base wage increase be utilized during the budget process and the 2015 tax levy increase of $252,233 be maintained for and utilized towards the 2016 employee base wage increase above and beyond the County Executive annual wage increase.

Resolution No. 113—2014-15 – Legislative/Audit & Human Resources Committee. Approve urging the State Legislature to, when redistricting, wait until local governments produce and provide their numbers, wards, and district information to the state and to use local boundaries to create state districts.

Ordinance No. F—2014-15 – Legislative/Audit & Human Resources Committee. Amend the Outagamie County Board Rules, found in Chapter 2 of the Outagamie Code of Ordinances, Division 3. STANDING COMMITTEES, Section 2-241 Budgetary and policy jurisdiction, to reflect Offender Services name change to Criminal Justice Treatment Services.

Ordinance No. G—2014-15 – Public Safety Committee. Approve amending Chapter 8, ANIMAL of the Outagamie Code of Ordinances, Division 2. ANIMAL CONTROL OFFICER (HUMANE OFFICER), Sections 8-45, 8-46, 8-47, and 8-48 by replacing “animal control officer” with humane officer”.
