The Board meets pursuant to adjournment, and is called to order by Chairperson Nagler at 6:30 p.m. in the County Board Room, located at 410 South Walnut Street, Appleton, Wisconsin.

Roll call of the Board of Supervisors. The Board Chairperson requests the Board's confirmation regarding excused members.

The Pledge of Allegiance will be offered by Chairperson Nagler.

Approval of the minutes of February 24, 2015, County Board meeting.

SPECIAL ORDER OF BUSINESS

ESTABLISH ORDER OF THE DAY

COMMUNICATIONS

PUBLIC PARTICIPATION FOR A PERIOD OF FIFTEEN MINUTES (PERTINENT TO THE RESOLUTIONS OF THE DAY)

APPOINTMENTS
A letter was received from County Executive Thomas Nelson recommending the appointment of Mark Schroeder, Family Court Commissioner, as analternate to the Coordinating Council Committee to fill Sherry Hernandez’s remaining term; said term expiring in April 2016.

REPORT BY THE COUNTY EXECUTIVE
County Executive Thomas Nelson will give an Administrative Update.

REPORT AND PRESENTATION OF COUNTY LOBBYIST
County Lobbyist Mark Wadium will speak on subjects of County interest.

UNFINISHED BUSINESS
Resolution No. 113—2014-15 – Legislative/Audit & Human Resources Committee. Approve urging the State Legislature to, when redistricting, wait until local governments produce and provide their numbers, wards, and district information to the state and to use local boundaries to create state districts.

Resolution No. 113—2014-15 was previously distributed with your February 10 board packet; please bring your copy to the meeting.

At the February 10, 2015 meeting, Supervisor Grady moved, seconded by Supervisor Pleuss, for adoption. After some discussion, Supervisor Iverson moved, seconded by Supervisor Thyssen, to amend Resolution No. 113—2014-15 on Page 1, Line 23, by adding a period after “districts” and adding “In addition the legislature will consider a non-partisan board utilizing a method to establish voting districts similar to the process used in Iowa.” Chairperson Nagler stepped down from the chair and Vice Chairperson Hagen took the chair. After Chairperson Nagler addressed the board she retook her seat as chair. Roll call for amendment carried. Roll call for adoption as amended carried.
At the February 24, 2015 meeting, Supervisor Grady moved, seconded by Supervisor Pleuss, to reconsider Resolution No. 113 in order to send the resolution back to committee to divide the resolution into two questions. Motion to reconsider carried. Supervisor Pleuss moved, seconded by Supervisor Thyssen, to refer Resolution No. 113 back to committee. Motion to refer back to committee carried.

NEW BUSINESS
Resolution No. Z-12—2014-15 - Agriculture, Extension Education, Zoning & Land Conservation Committee. Support the proposed application from the Town of Greenville for the expansion of the Agricultural Enterprise Area “Greenville Greenbelt” as identified on the attached map.

Resolution No. 119—2014-15 – Property, Airport, Recreation & Economic Development Committee. Authorize granting WE Energies an easement on property described in the Winnebago County Register of Deeds Warranty Deed No. 1333924 as noted on the attached Distribution Easement Underground and maps, for replacement of power cables on the light lane for Runway 3.

Resolution No. 120—2014-15 – Finance Committee. Approve and authorize the continuation of a self-insured worker’s compensation program that is currently in effect and in compliance with Wisconsin Administrative Code.

Resolution No. 121—2014-15 – Highway, Recycling & Solid Waste Committee. Approve the purchase of a parcel of land located at 1944 E. Apple Creek Road, Grand Chute, for $111,300, to be utilized for future right-of-way at the intersection of CTH E and Apple Creek Road. Funding is noted on the attached fiscal note and Attachment A. A portion of the parcel may be purchased by the Parks Department for future park trail use.

Resolution No. 122—2014-15 – Legislative/Audit & Human Resources Committee. Approve the attached Administrative Rule 15-02 amending the Outagamie County Public Works Project Administration For Projects Over $250,000.

Resolution No. 123—2014-15 – Legislative/Audit & Human Resources Committee. Approve the attached Administrative Rule 15-03 amending the Outagamie County Public Works Project Administration For Projects Of $250,000 or Less. 

Resolution No. 124—2014-15 – Legislative/Audit & Human Resources Committee. Approve amending the attached Administrative Rule 15-04 regarding Outagamie County Procurement Cards.
