The Board meets pursuant to adjournment, and is called to order by Chairperson Schuette at 6:30 p.m. in the County Board Room, located at 410 South Walnut Street, Appleton, Wisconsin.

Roll call of the Board of Supervisors. The Board Chairperson requests the Board's confirmation regarding excused members.

The Pledge of Allegiance will be offered by Chairperson Schuette.

Approval of the minutes of the August 27, 2013 County Board meeting.

PowerPoint presentation by Mark O’Connell regarding the benefits of membership in the Wisconsin Counties Association, as well as some of the new services and benefits they provide.

UNFINISHED BUSINESS

NOTE to County Board: Please bring copies of the following unfinished business (Resolution Nos. 37 and 38) to the meeting from your previous packets.

Resolution No. 37—2013-14 – Agriculture, Extension Education, Zoning & Land Conservation Committee. Approve amending the policy of allowing only the interest from the Environmental Stewardship Fund to be appropriated for eligible projects to now allow the principal balance of the Environmental Stewardship Fund to be appropriated for eligible projects.

At the August 13, 2013 meeting, Supervisor Anthony moved, seconded by Supervisor Trentlage, to adopt Resolution No. 37—2013-14. Supervisor Duncan moved, seconded by Supervisor Krueger, to refer back to Property Committee. After discussion, Supervisor Duncan and Supervisor Krueger agreed to refer back to the authoring committee. Supervisor Thyssen moved, seconded by Supervisor Rabec, to refer back to both the Agriculture, Extension Education, Zoning & Land Conservation Committee and the Property, Airport, Recreation & Economic Development Committee. Supervisors Duncan and Krueger agreed to the change. Debate was subsequently cut off with an approved motion made by Supervisor Groat, seconded by Supervisor Patience. The roll call to refer back to the Agriculture, Extension Education, Zoning & Land Conservation Committee and the Property, Airport, Recreation & Economic Development Committee was approved: 27 aye, 6 nay, 3 absent. At the August 27 meeting, Resolution No. 37—2013-14 was held in committee by Supervisor Anthony.

Resolution No. 38—2013-14 – Agriculture, Extension Education, Zoning & Land Conservation Committee. Approve the Land Conservation Department’s request to transfer $10,000 from the Environmental Stewardship Fund to the Contingency Fund as noted on the attached fiscal note.

At the August 13, 2013 meeting, Resolution No. 38—2013-14 was held in committee by Supervisor Anthony. At the August 27 meeting, Resolution No. 38—2013-14 was held in committee by Supervisor Anthony.

NEW BUSINESS
NOTE to County Board: A withdrawal of Resolution No. 48—2013-14(Various Supervisors) is necessary should Resolution No. 46—2013-14(Legislative/Audit & Human Resources Committee) be forwarded to the floor.

Resolution No. 46—2013-14 – Legislative/Audit & Human Resources Committee. Approve the settlement agreements authorizing a 1.25% base wage increase effective January 13, 2013 for the Brewster Village Union (980), the Highway Union (455), Local 2046 and 2416 Unions, and the Outagamie County Justice Center Union employees, and the attendant budget expenses and revenues, as noted on the attached fiscal note and attachment.

Resolution No. 47—2013-14 – Legislative/Audit & Human Resources Committee. Approve a one-time payment equal to four months of Wisconsin Retirement System contributions at the 5.8% contribution rate for the employees of the Brewster Village Union (980), the Highway Union (455), Local 2046 and 2416 Unions, and the Outagamie County Justice Center Union 2013, pre-increase, wage rate, and approve of transferring funds from the Contingency Fund, General Fund Surplus, Enterprise Fund, and the Fund Balance, as noted on the attached fiscal note and attachment.

Resolution No. 48—2013-14 – Various Supervisors. Approve of the attached settlement agreements authorizing a 1.25% base wage increase implemented as of the date of this resolution and effective as of January 13, 2013 for the Brewster Village Union (980), the Highway Union (455), Local 2046 and 2416 Unions, and the Outagamie County Justice Center Union employees, and the attendant budget expenses and revenues, as noted on the attached fiscal note.

Resolution No. 49—2013-14 – Various Supervisors. Authorize a non-base wage adjustment, separate from collective bargaining, of up to .5%, if the criteria on Attachment A are met as of December 1, 2013, for employees of the Brewster Village Union (980), the Highway Union (455), Local 2046 and 2416 Unions, the Outagamie County Justice Center Union, and the AS&P employees, with such pay adjustments effective as of January 13, 2013, as noted on the attached fiscal note and Attachment A.

Resolution No. 50—2013-14 – Public Safety Committee. Approve of utilizing $55,000 from the Sheriff’s 800 MHz Communication System Project to purchase a $50,000 Repeater for the 41/441 Tower and to fund a $5,000 propagation study as noted on the attached fiscal note.

Resolution No. 51—2013-14 – Agriculture, Extension Education, Zoning & Land Conservation Committee. Approve the Land Conservation Department’s request to transfer $4,500 from the Intergovernmental Revenue Line Item to the Supplies Line Item, as noted on the attached fiscal note, to fund Conservation Field Days and the Annual Tree and Shrub Sale.

Ordinance No. F—2013-14 – Highway & Solid Waste Committee. Amend Section 36-166, Highways Designated as Class B, of the Outagamie County Code of Ordinances, to include CTH “U” from CTH “J” to East County Line.
