The Board meets pursuant to adjournment, and is called to order by Chairperson Schuette at 6:30 p.m. in the County Board Room, located at 410 South Walnut Street, Appleton, Wisconsin.

Roll call of the Board of Supervisors. The Board Chairperson requests the Board's confirmation regarding excused members.

The Pledge of Allegiance will be offered by Chairperson Schuette.

Approval of the minutes of the October 8, 2013 County Board meeting.

APPOINTMENTS
Letter from County Executive Nelson recommending the reappointment of Mr. Kevin Coffey to the Heart of the Valley Metropolitan Sewerage Commission (HOVMS) for a 5-year term expiring October 1, 2018.

Letter from County Chairperson Schuette recommending the appointment of Supervisor Tanya Rabec to the County Truancy Plan Committee.

REPORT BY THE COUNTY EXECUTIVE
County Executive Thomas Nelson will give an Administrative Update.

REPORT AND PRESENTATION OF COUNTY LOBBYIST
County Lobbyist Mark Wadium will speak on subjects of County interest.

UNFINISHED BUSINESS
NOTE to County Board: Please bring your copies of Resolution Nos. 53 and 71 from your September 24 and October 8 meeting packets.

Resolution No. 53—2013-14 – Property, Airport, Recreation & Economic Development Committee. Approve the transfers of $15,593 from the County Administration Building Renovation Project Budget to the General Fund and General Fund to a newly created County Executive budget Future Sustainable Initiatives, with division of that funding in the newly created budget of $5,000 to Supplies and $10,593 to Purchase Services, as noted on the attached fiscal note.
At the September 24, 2013 meeting, Supervisor Culbertson requested that Resolution 53 be held in committee. At the October 8, 2013 meeting, the resolution continued to be held in committee by Supervisor Culbertson.

Resolution No. 71—2013-14 – Property, Airport, Recreation & Economic Development Committee. Approve the Gulfstream Executive Hangar Lease as attached.

At the October 8, 2013, Supervisor Culbertson requested this resolution be held in committee.

NEW BUSINESS

Ordinance No. Z-4—2013-14 – Agriculture, Extension Education, Zoning & Land Conservation Committee. Recommend adoption of the petition from the Town of Freedom to rezone a single parcel containing 10.5 acres from General Agriculture District to Residential Single Family District.

Resolution No. 73—2013-14 – Finance Committee. Support legislation changing the method by which a municipality may collect the costs of razing a building from a special tax to a special charge and would not require a county to pay a municipality’s razing costs.

Resolution No. 74—2013-14 – Finance Committee. Support legislation that requires an officiant to be at least 18 years old and that eliminates the requirement for a sponsorship letter if the person officiating is an ordained member from out of state.

Resolution No. 75—2013-14 – Finance Committee. Authorize and approve of Outagamie County joining the NACo Health Discount Program to provide Outagamie County residents the opportunity to save on common health services as noted in the attached “NACo Health Discount Program” materials.

Resolution No. 76—2013-14 – Finance Committee. Support legislation for fee increases for Election Recounts when there are at least ten vote difference with 1,000 or fewer votes, or more than .5 percent but not more than 2 percent difference occurs between candidates.

Resolution No. 77—2013-14 – Health and Human Services Committee. Approve of the increases in the 2013 expenditures and revenues to reflect Children’s Long Term Support costs process by the State’s third party administrator as noted on the attached fiscal note. 

Resolution No. 78—2013-14 – Health & Human Services Committee. Authorize and approve of various budget transfers and alterations in the 2013 Health and Human Services Budget as noted on the attached fiscal note and worksheet. 

Resolution No. 79—2013-14 – Health & Human Services Committee. Support the passage of legislation allowing for the development of a Regional Transportation Authority in the Fox Metropolitan Planning Area in order to secure a reliable funding source for the operation of Valley Transit services.

Resolution No. 80—2013-14 – Property, Airport, Recreation & Economic Development Committee. Approve and adopt the September 2013 Outagamie County Sustainability Plan as attached to the resolution.

Resolution No. 81—2013-14 – Property, Airport, Recreation & Economic Development Committee. Approve the creation of an Outagamie County Business Loan fund and approve transferring $318,000 from the General Fund to the newly created Outagamie County Business Loan Fund as noted on the attached fiscal note.

Resolution No. 82—2013-14 – Property, Airport, Recreation & Economic Development Committee. Establish the Executive Hangar Upgrade Project as a public works project whose total cost will not exceed $450,000, and authorize the formation of a joint Bemis Hangar Construction/Executive Hangar Project Oversight Committee who shall oversee all phases of the projects.

Resolution No. 83—2013-14 – Property, Airport, Recreation & Economic Development Committee. Approve accepting additional snowmobile trail maintenance funding of up to $69,001 for the 2012/2013 snowmobile season which will be passed through to various snowmobile clubs that incurred trail maintenance expenses as noted on the attached fiscal note.

Resolution No. 84—2013-14 – Various Supervisors. Recognize Domestic Partners as formed under Chapter 40 of the Wisconsin State Statutes and determine that they are to receive the same benefits as those Registered Partners formed under Chapter 770 of the Wisconsin State Statutes.

Ordinance No. I—2013-14 – Public Safety Committee. Recommend amending Chapter 2 of the Outagamie County Code of Ordinances, Division 3. STANDING COMMITTEES, Subdivision VII. Public Safety Committee, Section 2-241, Budgetary and policy jurisdiction.
