The Board meets pursuant to adjournment, and is called to order by Chairperson Schuette at 6:30 p.m. in the County Board Room, located at 410 South Walnut Street, Appleton, Wisconsin.

Roll call of the Board of Supervisors. The Board Chairperson requests the Board's confirmation regarding excused members.

The Pledge of Allegiance will be offered by Chairperson Schuette.

Approval of the minutes of the November 4, 2013 County Board meeting.

Letter from County Executive Nelson recommending the re-appointment of Jenni Eickelberg to the Outagamie County Housing Authority for a 5-year term, said term expiring May 2018.

Letter from County Executive Nelson recommending the re-appointments of Eugene Reece, Rep. Penny Bernard Schaber, Lisa VanSchyndel, Mel Lischefski, Stephen Brown, Ken Firchow, Wayne Lannoye, Andy Schmitt, and Toby Paltzer to the Local Emergency Planning Commission, terms expiring in June 2016, and the appointment of Paul Bady as an alternate citizen member.

NEW BUSINESS

Ordinance No.Z-5 —2013-14 – Agriculture, Extension Education, Zoning and Land Conservation Committee. Recommend adoption of the petition of Timothy and Suzanne DeShaney in the Town of Dale to rezone .97 acres from Commercial, Single Family Residential, and General Agriculture District to Commercial District.

Resolution No.Z-4 —2013-14 – Agriculture, Extension Education, Zoning and Land Conservation Committee. Recommend approval of the proposed rezoning request for 2.25 acres for Daniel Johnston in the Town of Grand Chute from Commercial District to Single Family District for Lot 1 and Commercial and Single Family District to Two Family-Residential District for Lot 2.

Resolution No.112 —2013-14 – Public Safety Committee. Approve the Sheriff’s Department to apply for, accept, and expend the 2013-14 Alcohol Enforcement Grant funds of $29,000, with the county match of $7,250, as noted on the referenced fiscal note, with said funds to purchase supplies and provide for overtime.

Resolution No. 113—2013-14 – Public Safety Committee. Support legislation that provides that a parent of any age who has appeared before the juvenile court in a contested adoption or involuntary termination of parental rights proceeding is considered to have waived his or her right to counsel if the juvenile court has ordered the parent to appear and the parent fails to appear in person as ordered without just cause. The bill also provides that repeated failure by a parent to appear in person as ordered by the juvenile court is presumed to be without just cause.

Resolution No.114 —2013-14 – Public Safety Committee. Support legislation in which a person may not be prosecuted for possessing or for administering or delivering naloxone to another person if acting with the good faith belief to save another person’s life from an overdose or adverse reaction to a controlled substance.

Resolution No.115 —2013-14 – Public Safety Committee. Support legislation updating state criminal law and state regulatory provisions concerning prescription drugs and controlled substances in order to facilitate and encourage the operation of community drug disposal programs and other similar programs throughout Wisconsin. The Department of Justice must approve the policies and procedures before a drug disposal program may begin operation.

Resolution No.116 —2013-14 – Public Safety Committee. Support legislation allowing all levels of EMT’s and first responders to be trained to administer naloxone, and support including police officers and fire fighters, and allowing the individual community to decide whether to allow public safety officers the ability to administer naloxone.

Resolution No. 117—2013-14 – Public Safety Committee. Support legislation which would require individuals to show proper identification when picking up Schedule II or III narcotic/opiate prescription medication.

Resolution No.118 —2013-14 – Highway and Solid Waste Committee. Authorize the Outagamie County Highway Department to complete excavation and earthwork on building Phase 2 of the Northeast Landfill, the roadway extension to the Northeast Landfill, and some intermediate cover work, and approve the Solid Waste Department reimbursing itself from future note proceeds for expenses incurred until the note proceeds are received as noted on the attached referenced fiscal note.

Resolution No. 119—2013-14 – Legislative/Audit & Human Resources Committee. Approve of joining Wisconsin Counties Association, with payment of dues as included in the 2014 Outagamie County Adopted Budget.

Resolution No.120 —2013-14 – Property, Airport, Recreation and Economic Development Committee. Approve the first addendum to the DMH Inc. lease agreement as noted on the attached agreement and revenue generated being included in the 2013 budget as noted on the attached referenced fiscal note.

Resolution No. 121—2013-14 – Property, Airport, Recreation and Economic Development Committee. Approve the transfer of $42,500 from General Fund Revenues to Highway Department Administration, as noted on the attached referenced fiscal note.

Resolution No.122 —2013-14 – Property, Airport, Recreation and Economic Development Committee. Approve the First Addendum to the Premises Lease, as noted on the attached lease (no fiscal impact).

Resolution No.123 —2013-14 – Property, Airport, Recreation and Economic Development Committee. Approve the First Addendum to the Equipment Lease, as noted on the attached lease (no fiscal impact).

Ordinance No. K—2013-14 – Highway and Solid Waste Committee. Amend Section 36-91 “Speed Zones Established” of the Outagamie County Code of Ordinances for a speed limit change on CTH “CE” from 45 to 40 m.p.h. from WIS 441 to CTH “N” and from WIS 441 to 200 feet east of Railroad Street, as noted in the ordinance.

Ordinance No. L—2013-14 – Finance Committee. Adopt the list of the County’s depositories as noted in the ordinance.
