The Board meets pursuant to adjournment, and is called to order by Chairperson Schuette at 6:30 p.m. in the County Board Room, located at 410 South Walnut Street, Appleton, Wisconsin.

Roll call of the Board of Supervisors. The Board Chairperson requests the Board's confirmation regarding excused members.

The Pledge of Allegiance will be offered by Chairperson Schuette.

Approval of the minutes of the February 11, 2014 County Board meeting.

UNFINISHED BUSINESS
NOTE to County Board: Please bring your copies of Resolution Nos. 113 and 147 from the February 11 meeting packet.

Resolution No. 113—2013-14 – Public Safety Committee. Support legislation that provides that a parent of any age who has appeared before the juvenile court in a contested adoption or involuntary termination of parental rights proceeding is considered to have waived his or her right to counsel if the juvenile court has ordered the parent to appear and the parent fails to appear in person as ordered without just cause. The bill also provides that repeated failure by a parent to appear in person as ordered by the juvenile court is presumed to be without just cause.

At the November 19, 2013 meeting, Supervisor Duncan moved, seconded by Supervisor Groat, for adoption. Subsequently, Supervisor Nagler moved, seconded by Supervisor McDaniel, to refer back to committee. Motion carried. At the December 10, 2013 meeting, Resolution No. 113 was held in committee by Supervisor Duncan. At the February 11, 2014 meeting, Supervisor Duncan requested Resolution No. 113 be held in committee. No objections; so ordered.

Resolution No. 147—2013-14 – Agriculture, Extension Education, Zoning and Land Conservation Committee. Approve the proposed amendments to the Outagamie County Comprehensive Plan – A Look to the Future, as noted on the attached Appendix E.

At the February 11, 2014 meeting, Supervisor Anthony requested that Resolution No. 147—2013-2014 be held in committee due to the need for study information to be incorporated. No objections; so ordered.

NEW BUSINESS

Resolution No. 154—2013-14 – Legislative/Audit & Human Resources Committee. Oppose lifting the state law limiting non-resident alien land ownership, and that such action should be considered a policy issue and not one that should be included in the Budget Bill.

Resolution No. 155—2013-14 – Various Supervisors. Request the creation of a new, nonpartisan procedure for the preparation of legislative and congressional redistricting plans.

Resolution No. 156—2013-14 – Property, Airport, Recreation and Economic Development Committee. Approve of the Lease Agreement between Outagamie County and Valley Packaging Industries as attached. The lease rate will be $7,500 per month, which totals $90,000 annually as noted on the attached fiscal note.

Resolution No. 157—2013-14 – Property, Airport, Recreation and Economic Development Committee. Authorize creation of the Outagamie County Parks Need Study Ad Hoc Committee to examine the need, process and funding for major recreational expansion.

Resolution No. 158—2013-14 – Property, Airport, Recreation and Economic Development Committee. Authorize renaming the Outagamie County Regional Airport to the Appleton Airport, and authorize the budget adjustments to the Airport budget as noted on the attached fiscal note. 


Resolution No. 159—2013-14 – Public Safety Committee. Approve establishment of the Outagamie County Sheriff K9 Program Fund which will be administered by the Community Foundation.

Resolution No. 160—2013-14 – Public Safety Committee. Support legislation requiring the Department of Corrections to develop a system of graduated sanctions for violations of conditions of release, and permits the sanctions to be imposed on the individual and allows a district attorney to use the graduated sanctions system for violations of a deferred prosecution agreement.

Resolution No. 161—2013-14 – Public Safety Committee. Support legislation requiring the Department of Health & Human Services to create two or three regional comprehensive opioid treatment programs to provide treatment for opiate addiction in rural, underserved, and high need areas with restriction on methadone treatment and transition following treatment to county-based or private post-treatment care.

Ordinance No. M—2013-14 – Agriculture, Extension Education, Zoning and Land Conservation Committee. Approval of proposed amendments to Chapter 54 of the Outagamie County Zoning Ordinance for the Exclusive Agriculture and General Agriculture Districts. 

Ordinance No. N—2013-14 – Property, Airport, Recreation and Economic Development Committee. Recommend that Chapter 50, Streets, Sidewalks and Other Public Property, Article III. – Streets, Highways, and Right-Of-Ways, Division 2 – Uniform Property Numbering System, of the Outagamie County Code of Ordinances be amended.

Ordinance No. O—2013-14 – Public Safety and Health & Human Services Committees.
Approve amending the Outagamie County Code of Ordinances to create Sec. 8-48- Quarantine of an Animal.
