Office of the County Clerk, April 17, 2012.     

The Board meets for the 2012 Reorganization Meeting, pursuant to Section 59.11 (1) (c), Wisconsin Statutes and is called to order by Helen Nagler, Board Chair, at 5:30 p.m. in the County Board Room, which is located in the Administrative Building, 410 S. Walnut St., Appleton, WI.

The Pledge of Allegiance will be lead by Board Chairman, Helen Nagler.

Roll call to establish a quorum of the Outagamie County Board of Supervisors

The Oath of Office will be administered by Judge Michael Gage, Outagamie County Circuit Court Branch V, to the 2012-14 County Board of Supervisors.

RECOGNITION OF OUTGOING COUNTY BOARD SUPERVISORS

The County Clerk will appoint three (3) County Board Supervisors to act as Tellers.

Election of County Board Chairperson for a two-year term

Once the Chairperson is elected and seated, the Chairperson will assume their duties

Election of County Board Vice-Chairperson for a two-year term

Adoption of the Robert’s Rules of Order, the Modern 11th Edition

Adoption of 2012-13 County Board Rules and procedures

Designation of the Appleton Post Crescent as the official County newspaper pursuant to §985.05 and    §10.04 of the Wisconsin State Statutes

Appointment of Sergeant-at-Arms for a term of one (1) year

Appointment of Parliamentarian for a term of one (1) year

 Election of Committee on Appointments (five member committee)

 RECESS – Committee on Appointments will meet for the purpose of recommending appointments to standing committees.

BOARD OF SUPERVISORS RECONVENES

Confirmation of the Chairperson's Standing Committee Appointments for a term of one year.

RECESS to the meeting of the following Standing Committees:  Agriculture, Extension Education, Zoning & Land Conservation; Finance Committee; Health and Human Services; Highway & Solid Waste; Public Safety; Legislative/Audit and Human Resources; and Property, Airport, Recreation & Economic Development to determine committee structure, meeting days and time.

County Lobbyist, Mark Wadium, will report on legislative subjects of interest to the County.

NEW BUSINESS

Resolution No. Z-1—2012-13 - Agriculture, Extension Education, Zoning and Land Conservation Committee.  The requested rezoning change for Kirt and Molly Hoffman is from Local Commercial District to Residential Two Family District.  for .67 acres of land that is located at the northeast corner of Eisenhower Drive and Springfield Drive in the Town of Buchanan.

Resolution No. Z-2—2012-13

- Agriculture, Extension Education, Zoning and Land Conservation Committee.  Approve a proposed text amendment to section 525-34(A, B, C, D) of its Zoning Ordinance in the Town of Buchanan which addresses Accessory uses and structures, in the Town of Buchanan.

Resolution No. 1—2012-13

- Property, Airport, Recreation and Economic Development Committee.  Establish the 800 MHz Radio Communication Tower Construction Project as a public works project whose total cost will exceed $250,000 in accordance with Section 50-87 of the Outagamie County Code of Ordinances.

Resolution No. 2—2012-13

- Property, Airport, Recreation and Economic Development Committee.  Direct the Parks Department staff to take all necessary steps to petition the Office of the Commissioner of Railroads for an investigation and order to approve the establishment of the new crossing, to determine the necessary warning signs and to approve the costs for the new crossing on the Newton Blackmour State Trail over the tracks of the Canadian National Railroad in the Village of Black Creek.

Resolution No. 3—2012-13

- Property, Airport, Recreation and Economic Development Committee.  Approve the purchase of property in the Town of Maine for the placement of a communication tower for the Sheriff’s Department, in accordance with Section 22-168 of the Outagamie County Code of Ordinances.

- Agriculture, Extension Education, Zoning and Land Conservation Committee.  Approve the petition of Jeff Vander Heiden in the Town of Vandenbroek to rezone a seven acre parcel on the west side of Vandenbroek Road and 373 feet south of County Trunk JJ from General Agriculture District to Industrial District.
