The Board meets pursuant to adjournment, and is called to order by Chairperson Nooyen at 7:00 p.m. in the County Board Room, located at 320 South Walnut Street, Appleton, Wisconsin.

ROLL CALL of the Board of Supervisors.  Board Chairperson requests the Board's confirmation regarding excused members.

COMMUNICATIONS

PUBLIC PARTICIPATION IS LIMITED TO ONLY MATTERS LISTED ON THE AGENDA AND FOR A TOTAL OF FIFTEEN MINUTES WHICH MAY BE EXTENDED TO 30 MINUTES AT THE DISCRETION OF THE CHAIR – Individual speakers are limited to three minutes per speaker.  Per Ordinance No. B—2023-24, amending Chapter 2, Section 2-49 Rule 6 – Appearance of Non-Board Members, of the Outagamie County Code of Ordinances, “Public participation is limited to Outagamie County residents, owners of businesses in Outagamie County, or Outagamie County property taxpayers.”

County Executive Nelson nomination for appointment of Trenten Woelfel as Finance Director.

NEW BUSINESS

Ordinance No. Z-5—2023-24 – Agriculture, Extension Education, Zoning and Land Conservation Committee.  Approve to adopt the proposed amendment to the Outagamie County Comprehensive Plan related to Addendum 2: Farmland Preservation, as reflected in the review of Exhibit 1, as detailed on the ordinance and attachments.

Resolution No. 59—2023-24 – Finance Committee.  Approve to disallow the claim submitted by Edwin Schelling, on file in the County Clerk’s office, and no action of this claim may be brought against Outagamie County or any of its officers, officials, agents, or employees after six months from the date of service of this notice.

Resolution No. 60—2023-24 – Finance Committee.  Approve the sale of In-Rem Tax Foreclosure property in the Village of Hortonville, Parcel ID Number 240054600, “as is” for $453.77, with no budget adjustment necessary, as detailed in the attached fiscal note and Agreement between Outagamie County and the Village of Hortonville.

Resolution No. 61—2023-24 – Finance Committee.  Approve the sale of In-Rem Tax Foreclosure property in the Town of Grand Chute, Parcel ID Number 102234900, “as is” for $1,151.51, with no budget adjustment necessary, as detailed in the attached fiscal note and Agreement between Outagamie County and the Town of Grand Chute.

Resolution No. 62—2023-24 – Property, Airport, Recreation and Economic Development Committee.  Approve the Seventh Addendum to Lease Agreement between the Appleton International Airport and Gulfstream Aerospace Services Corporation in order to extend the terms of the contract and construct additional on-site parking at the premises, as noted on the attachments; and authorize and approve to increase the Airport Rental Properties Gulfstream South Hangar line item by $12,193 and decreasing the Airport Terminal Fund Balance Applied line item by $12,193, as detailed on the attached fiscal note.

Resolution No. 63—2023-24 – Property, Airport, Recreation and Economic Development Committee.  Authorize selling and moving an Appleton International Airport owned house located at W6854 County Road BB in the Village of Greenville, Outagamie County, and authorize the necessary sealed bids for the selling and moving of the house.

Resolution No. 64—2023-24 – Finance Committee.  Authorize and approve of increasing the IT Salaries line item by $35,000 and decreasing the IT Purchased Services line item by $35,000, to fill a vacant Systems Analyst position, as detailed on the resolution and attached fiscal note.

Ordinance No. G—2023-24 – Highway, Recycling and Solid Waste Committee.  Approve to designate CTH M between CTH S and STH 54, in the Town of Liberty, as an ATV/UTV route, as detailed on the ordinance and attachments.

REPORTS
Per County Ordinance Chapter 22 Section 166, the Purchasing Agent shall report to the County Board items that have been sold with a value of $5,000 or greater.  The following item was recently sold:  Sale of Personal Property—2011 Ford Fusion was sold via public bid for $7,001 on October 17th.
