The Board meets pursuant to adjournment, and is called to order by Chairperson Nooyen at 5:30 p.m. in the County Board Room, located at 320 South Walnut Street, Appleton, Wisconsin.

ROLL CALL of the Board of Supervisors.  Board Chairperson requests the Board's confirmation regarding excused members.

2024 COUNTY EXECUTIVE BUDGET
- The Finance Committee moves for adoption of the 2024 County Executive Budget as amended by the Finance Committee (see Final Finance Committee 2024 Executive Budget Amendments Worksheet and ARPA Budget Amendments).

The budgets will be taken up by committee in the order as listed below:

Highway, Recycling and Solid Waste Committee

Property, Airport, Recreation & Economic Development Committee

Legislative/Audit and Human Resources Committee

Ordinance No. H—2023-24
– Legislative/Audit & Human Resources Committee.  Approve to amend the Outagamie County Code of Ordinances, language for Section 2-58, RULE 15, for the County Board Salary and fringe adjustments for the 2024-26 term of office, effective with the 2024 April reorganization meeting.  Annual salaries for Board meetings, standing committee meetings, seminars and conventions are the following:  Supervisors $5,953 (per diem $25 for specified meetings); standing committee chairs $6,062 (per diem $25 for specified meetings); Vice-Chairperson $7,577 (no per diem); and Board Chairperson $16,500 (no per diem) as noted in the ordinance and on the attachments.

New Position Requests - 2024 Budget

Health & Human Services:
Resolution No. 65—2023-24
– Legislative/Audit & Human Resources Committee.  Amend the Health and Human Services Table of Organization, cost center 2063100, by creating one (1) full-time Office Specialist – ADRC position (sunset position) effective January 1, 2024, and the fiscal change has been included in the budget as well as attendant budget expenditures and revenues, as detailed in the attachments.

Resolution No. 66—2023-24
– Legislative/Audit & Human Resources Committee.  Amend the Health and Human Services Table of Organization, cost center 2066090, by creating one (1) full-time Sr. Account Technician position (sunset position) effective January 1, 2024, and the fiscal change has been included in the budget as well as attendant budget expenditures and revenues, as detailed in the attachments.

Resolution No. 67—2023-24
– Legislative/Audit & Human Resources Committee.   Amend the Health and Human Services Table of Organization, cost center 2063595, by creating one (1) full-time Program Assistant - CLTS position (sunset position) effective January 1, 2024, and the fiscal change has been included in the budget as well as attendant budget expenditures and revenues, as detailed in the attachments.

Resolution No. 68—2023-24 – Legislative/Audit & Human Resources Committee.  Amend the Health and Human Services Table of Organization, cost center 2063100, by creating three (3) full-time Benefit Specialist - Disability positions (sunset positions) effective January 1, 2024, and the fiscal change has been included in the budget as well as attendant budget expenditures and revenues, as detailed in the attachments.

Resolution No. 69—2023-24 – Legislative/Audit & Human Resources Committee.   Amend the Health and Human Services Table of Organization, cost center 2063595, by creating three (3) full-time Case Manager Positions (sunset positions) effective January 1, 2024, and the fiscal change has been included in the budget as well as attendant budget expenditures and revenues, as detailed in the attachments.

MINUTES OF THE OCTOBER 24, 2023 PUBLIC BUDGET HEARING AND COUNTY BOARD MEETING

COMMUNICATIONS

PUBLIC PARTICIPATION IS LIMITED TO ONLY MATTERS LISTED ON THE AGENDA AND FOR A TOTAL OF FIFTEEN MINUTES WHICH MAY BE EXTENDED TO 30 MINUTES AT THE DISCRETION OF THE CHAIR
Individual speakers are limited to three minutes per speaker.  Per Ordinance No. B—2023-24, amending Chapter 2, Section 2-49 Rule 6 – Appearance of Non-Board Members, of the Outagamie County Code of Ordinances, “Public participation is limited to Outagamie County residents, owners of businesses in Outagamie County, or Outagamie County property taxpayers.”

APPOINTMENTS
County Board Chair Nooyen nomination for appointment of Rochelle Oskey as the Outagamie County Treasurer; said term expiring January 5, 2025.

NEW BUSINESS
Resolution No. Z-6—2023-24
– Agriculture, Extension Education, Zoning and Land Conservation Committee.  Approve the rezone request for Ione Immel, Ione Berg, Bergstrom Properties Inc., and Town of Grand Chute for parcels 102114800, 102114700, 102114600, 102114501, 102114500, 102114400, 102114300, 102114200, 102114100, 101078001, and part of 101078000, from the Single-Family Residential District and the Two-Family Residential District to the Local Commercial District in the Town of Grand Chute, as noted on the attachments.

Ordinance No. Z-7—2023-24 – Agriculture, Extension Education, Zoning and Land Conservation Committee.  Approve the amendment to the Outagamie County Comprehensive Plan to adopt the Bicycle and Pedestrian Plan as Addendum 3 of Outagamie County’s Comprehensive Plan, as noted on the ordinance and in the review of Exhibit 1.

Ordinance No. Z-8—2023-24 – Agriculture, Extension Education, Zoning and Land Conservation Committee.  Approve the amendment to the Outagamie County Comprehensive Plan, as reflected in the review of Exhibit 1, for the Town of Kaukauna, to Repeal and replace Map 33: Future Land Use Map and modify Map 18: Future Land Use Map - Outagamie County to reflect the future land use map changes, as noted on the ordinance and attachments.

Resolution No. 72—2023-24 – Legislative/Audit and Human Resources Committee.  Approve the addition of one (1) full-time MDS (Minimum Data Set) Coordinator position, effective November 5, 2023, for Brewster Village, with no budget adjustment required as the monies needed for the additional compensation will be included as part of the 2024 budget process, as noted on the attachments.

Resolution No. 73—2023-24 – Property, Airport, Recreation and Economic Development Committee.  Approve the Second Addendum to the Airline Operating Agreement between the Appleton International Airport and Allegiant Air LLC, to provide additional square feet of Terminal office rent, as noted on the attached Second Addendum to Airline Operating Agreement; and authorize and approve to increase the Airport Terminal Allegiant Air First Floor Exclusive line item by $8,259 and decreasing the Airport Terminal Fund Balance Applied line item by $8,259, as noted on the attached fiscal note.
