PUBLIC PARTICIPATION – Pursuant to Chapter 2, Section 2-49 Rule 6 – Appearance of Non-Board Members, of the Outagamie County Code of Ordinances, “Public participation is limited to Outagamie County residents, employees and owners of businesses in Outagamie County, Outagamie County employees, or Outagamie County property taxpayers.  Participation is limited solely to only matters listed on the agenda and for a total of 15 minutes, which may be extended to 30 minutes at the discretion of the Chair. Individual speakers are limited to three minutes per speaker.”

Resolution No. 107—2023-24 – Highway, Recycling and Solid Waste Committee.  Approve to authorize the Highway Commissioner to enter into a State/Municipal Financial Agreement for a State-Let Highway Project, for the County N interchange improvement project, and the county share of the project costs to be included in future budgets, as detailed on the attachments.

Resolution No. 108—2023-24 – Legislative/Audit and Human Resources Committee.  Approve the deletion of one full-time Principal Planner position and the creation of one full-time Deputy Director of Development and Land Services (DLS) position effective March 24, 2024 for the DLS Department, and approve to increase the DLS line items for the following:  Salaries by $7,596, Fringe Benefits by $2,355, and Allocated Applied Credits by $9,951, as detailed on the attachments.

Resolution No. 109—2023-24 – Legislative/Audit and Human Resources Committee.  Approve the one time salary increases for the Outagamie County Clerk by $12,939.80, County Treasurer by $10,537.80, and the Register of Deeds by 10,537.80 effective with the beginning of the 2025 term of office, and recommends for each, an annual 4% increase for years 2026, 2027, and 2028, with all salary and fringe benefit adjustments included in the 2025 through 2028 proposed budgets.

Resolution No. 110—2023-24 – Property, Airport, Recreation and Economic Development Committee.  Approve the County Parks System Capital Outlay line item transfer of $50,000 from the Ash Tree Removal to Mower Replacement, for the mower replacement cost, as detailed on the attached fiscal note. 

Resolution No. 111—2023-24 – Property, Airport, Recreation and Economic Development Committee.  Approve an application for State aid for the purpose of maintaining, acquiring, developing, and ensuring a program of snowmobile trails for public recreational use; authorize the County Parks Director and/or Program/Office Manager to act on behalf of the County by submitting an application to the Wisconsin Department of Natural Resources for any financial aid that may be available, sign documents, and take any necessary action to undertake, direct and complete approved projects, and the County will meet the financial obligation of accepted grants.

Resolution No. 112—2023-24 – Property, Airport, Recreation and Economic Development Committee.  Approve the Appleton International Airport entering into a lease and concession agreement to operate a food and beverage business with SSP America ATW, LLC, with no budget adjustment needed as the lease revenue has been included in the 2024 budget, as detailed on the attachments.

Resolution No. 113—2023-24 – Property, Airport, Recreation and Economic Development Committee.  Approve the Appleton International Airport entering into a second addendum to lease with Maxair, LLC, as detailed in the attached Second Addendum to Lease, and transfer $60,000 from the line item of Airport Terminal Fund Balance Applied to the FBO Hangar – Tenants, as detailed on the attached fiscal note.

Resolution No. 114—2023-24 – Public Safety Committee.  Approve the Outagamie County Sheriff’s Office to accept and expend an unsolicited donation from Milk Source LLC, for $1,000, and to increase the line items of Corrections Revenue and Corrections Supplies by $1,000 each, as detailed on the attached fiscal note.

Ordinance No. M—2023-24 – Highway, Recycling and Solid Waste Committee.  Approve to designate CTH MM between Mystic Drive and the East Village limits, in the Village of Hortonville, as an ATV/UTV route, as detailed on the attached Memorandum and map.

Ordinance No. N—2023-24 – Highway, Recycling and Solid Waste Committee.  Approve to designate CTH T between South Town Line and Givens Road and CTH TT between STH 45 and CTH T, in the Town of Hortonia, as ATV/UTV routes, as detailed on the attached Memorandums and map.

Ordinance No. O—2023-24 – Property, Airport, Recreation and Economic Development Committee.  Approve to amend the County Code of Ordinances as pertains to Chapter 22, Finance and Taxation, Article II, Purchases and Contracts of the Outagamie County Code of Ordinances by creating Section 22-24 of Division 1. – Responsible Bidder Criteria, as detailed on the ordinance and attachments.
