COMMUNICATIONS
PUBLIC PARTICIPATION – Pursuant to Chapter 2, Section 2-49 Rule 6 – Appearance of Non-Board Members, of the Outagamie County Code of Ordinances, “Public participation is limited to Outagamie County residents, employees and owners of businesses in Outagamie County, Outagamie County employees, or Outagamie County property taxpayers. Participation is limited solely to only matters listed on the agenda and for a total of 15 minutes, which may be extended to 30 minutes at the discretion of the Chair. Individual speakers are limited to three minutes per speaker.”
APPOINTMENTS
County Executive Nelson nomination for appointment of Pafoua Her, PhD, to the Health & Human Services Board, said term expiring December 31, 2027.

NEW BUSINESS
Resolution No. 93—2023-24 – Highway, Recycling and Solid Waste Committee and Public Safety Committee. Approve to support pending legislation to allow a political subdivision to install and maintain cameras where persons are engaged in work in a highway maintenance or construction area to capture video or photographic evidence of traffic accidents and other violations of the law, as noted on the resolution.
Resolution No. 94—2023-24 – Property, Airport, Recreation and Economic Development Committee. Approve to authorize a Temporary Limited Easement made by the State of Wisconsin Department of Natural Resources (Grantor) to the Wisconsin Department of Transportation (Grantee) on the Newton Blackmour State Trail located on a parcel of land being part of the Southeast ¼ of the Southeast ¼ and the Southwest ¼ of the Southeast ¼ of Section 8 in Township 23 North, Range 17 East, Village of Black Creek, Outagamie County, Wisconsin; for the purpose of installing a culvert and to upgrade the existing storm sewer in the village to alleviate flooding issues, as noted on the resolution and attachments.
Resolution No. 95—2023-24 – Agriculture, Extension Education, Zoning, and Land Conservation Committee. Approve the following line item changes, as noted on the resolution and fiscal note: increase Land Conservation Salaries by $9,850; increase Land Conservation Fringes by $11,950; decrease Land Conservation Travel/Training by $6,000; decrease Land Conservation Supplies by $15,800; increase TMDL – New Water Supplies by $3,100; and decrease the TMDL - New Water Purchased Services by $3,100, to better allocate and best spend the funds available for the Land Conservation Department.

NEW BUSINESS Continued:
Resolution No. 96—2023-24 – Finance Committee. Approve to disallow the claim submitted by Herrling Clark Law Firm Ltd. on behalf of a minor that has been placed on file in the office of the Outagamie County Clerk and that no action of this claim may be brought against Outagamie County or any of its officers, officials, agents, or employees after six months from the date of service of this notice.
