The Board meets pursuant to adjournment, and is called to order by Chairperson Nooyen at 7:00 p.m. in the County Board Room, located at 320 South Walnut Street, Appleton, Wisconsin.

ESTABLISH ORDER OF THE DAY 

COMMUNICATIONS

PUBLIC PARTICIPATION – Pursuant to Chapter 2, Section 2-49 Rule 6 – Appearance of Non-Board Members, of the Outagamie County Code of Ordinances, “Public participation is limited to Outagamie County residents, employees and owners of businesses in Outagamie County, Outagamie County employees, or Outagamie County property taxpayers.  Participation is limited solely to only matters listed on the agenda and for a total of 15 minutes, which may be extended to 30 minutes at the discretion of the Chair. Individual speakers are limited to three minutes per speaker.” 

APPOINTMENTS
County Executive Nelson nomination for appointment of Michelle Uitenbroek to the 9-1-1 Communications Center Construction Project Oversight Committee, for the duration of the project.
County Executive Nelson nomination for appointment of Michelle Uitenbroek to the Appleton International Airport Terminal Expansion Project Oversight Committee, for the duration of the project.

UNFINISHED BUSINESS
Resolution No. 98—2023-24
– Property, Airport, Recreation and Economic Development Committee.Approve to allow the Outagamie County Highway Department to perform paving and related work at Plamann Park; Ash Tree removal at Plamann Park; paving, earthwork and site prep items within the 2024 Airport CIP at the Airport; parking lot rehabilitation at the Sheriff’s Office; parking lot rehabilitation at the downtown Courthouse campus; and other work for internal Outagamie County departments in calendar year 2024 when deemed cost effective and beneficial to county operations without requesting bids on projects that will exceed $25,000 with no budget adjustment needed, as noted on the attached fiscal note.

At the February 13, 2024, County Board Meeting, Resolution No. 98—2023-24 was held by the County Board.

NEW BUSINESS
Resolution No. 103—2023-24 – Finance Committee.  Approve to go on record in support of the City of Seymour Territory Amendment #2 to Tax Incremental District (TID) No. 4, as detailed in the attached document dated February 26, 2024; and recommend that the representative of Outagamie County on the City of Seymour TID Board of Review vote in favor of the amendment.
Resolution No. 104—2023-24 – Finance Committee.  Approve to go on record in support of the City of Seymour Territory Amendment #1 to Tax Incremental District (TID) No. 5, as detailed in the attached document dated February 26, 2024; and recommend that the representative of Outagamie County on the City of Seymour TID Board of Review vote in favor of the amendment.
Resolution No. 105—2023-24 – Health and Human Services Committee.  Authorize and approve of increasing the following Supply line items in the 2024 budget:  HHS Child Youth Family (2062040) by $2,342; Aging Services (2063090) by $2,342; Child Support (2064050) by $2,342; Mental Health (2066090) by $3,668; and decreasing the following Capital Outlay line items in the 2024 budget:  HHS Child Youth Family (2062040) by $2,342; Aging Services (2063090) by $2,342; Child Support (2064050) by $2,342; Mental Health (2066090) by $3,668, for minor office equipment, as noted on the attached fiscal note.
Resolution No. 106—2023-24 – Property, Airport, Recreation and Economic Development Committee.   Authorize and approve transferring $550,000 from the Parks-Central Parking Lot Construction 21 Capital Outlay line item to the Parks-Pavilion 21 (non-debt) Capital Outlay line item, to combine funds for the Plamann Pavillion/Central Parking lot project, as noted on the attached fiscal note.
