The Board meets pursuant to adjournment, and is called to order by Chairperson Nooyen at 7:00 p.m. in the County Board Room, located at 320 South Walnut Street, Appleton, Wisconsin.

COMMUNICATIONSPUBLIC PARTICIPATION – Pursuant to Chapter 2, Section 2-49 Rule 6 – Appearance of
Non-Board Members, of the Outagamie County Code of Ordinances, “Public participation is limited to Outagamie County residents, employees and owners of businesses in Outagamie County, Outagamie County employees, or Outagamie County property taxpayers. Participation is limited solely to only matters listed on the agenda and for a total of 15 minutes, which may be extended to 30 minutes at the discretion of the Chair. Individual speakers are limited to three minutes per speaker.”

County Executive Nelson nomination for appointment of Jeff Dietzen to the 9-1-1 Communications Center Construction Project Oversight Committee, for the duration of the project.
County Executive Nelson nomination for appointment of Rochelle Oskey to the Land Information Council, term expiring April 2025.
County Executive Nelson nomination for appointment of Michelle Uitenbroek as Finance Director.
County Executive Nelson nomination for appointment of Jeff Dietzen to the Local Emergency Planning Committee, term expiring June 30, 2024.

Resolution No. Z-8—2023-24 – Agriculture, Extension Education, Zoning and Land Conservation Committee. Approve the rezone request for George A. Cuff Jr. and Lois A. Cuff, for parcel 120013500, from the A1 - Exclusive Agricultural/Farmland Preservation District to A2 - General Agricultural District in the Town of Hortonia, as depicted on the attached review and map.
Resolution No. 97—2023-24 – Highway, Recycling and Solid Waste Committee. Authorize the County Highway Commissioner to enter into a State/Municipal Agreement for the CTH A & CTH S intersection project and CTH A rehabilitation project, as noted on the attached State/Municipal Agreement For a State-Let Highway Safety Improvement Program (HSIP) Project document; and authorize funding for the county share of the project costs to be included in future budgets, as noted on the attached fiscal note.
Resolution No. 98—2023-24 – Property, Airport, Recreation and Economic Development Committee. Approve to allow the Outagamie County Highway Department to perform paving and related work at Plamann Park; Ash Tree removal at Plamann Park; paving, earthwork and site prep items within the 2024 Airport CIP at the Airport; parking lot rehabilitation at the Sheriff’s Office; parking lot rehabilitation at the downtown Courthouse campus; and other work for internal Outagamie County departments in calendar year 2024 when deemed cost effective and beneficial to county operations without requesting bids on projects that will exceed $25,000 with no budget adjustment needed, as noted on the attached fiscal note.
Resolution No. 99—2023-24– Property, Airport, Recreation and Economic Development Committee. Authorize and approve of granting ANR Pipeline Company an Easement for construction of a gas line on Appleton International Airport owned land, Parcel Numbers 006000101, 006000201, and 006000202, as noted on the attached Easement and Right of Way Agreements, Exhibit “A”, Supplemental Agreements, Landowner Payment Summary, and Request for Taxpayer Identification Number and Certification, to be signed by the Outagamie County Executive, and authorize and approve the line items by increasing the Airport Rental Properties Rent-Land & Bids by $69,975 and decreasing the Airport Terminal Fund Balance Applied by $69,975, as noted on the attached fiscal note.
Resolution No. 100—2023-24– Public Safety Committee. Authorize and approve the Outagamie County Sheriff’s Office to apply for, accept, and expend the 2023 Justice Assistance Grant (JAG) issued by the US Department of Justice, to be used toward Viper A-5 ballistic helmets and Streamlight ProTAC flashlights, as detailed in the Memorandum of Understanding Between the City of Appleton and Outagamie County, and authorize and approve the line items by increasing the Patrol Intergovernmental Revenue and Patrol Supplies by $12,421 each, as noted on the attached fiscal note.
Resolution No. 101—2023-24 – Property, Airport, Recreation and Economic Development Committee. Authorize and approve the Lease Agreement between Outagamie County and Valley Packaging Industries for county owned property located at 3375 W. Brewster Street, Appleton, for a monthly lease rate of $8,299.75 with no budget adjustment needed as revenues have been included in the 2024 budget, as noted on the attachments, and with passage of this resolution, the County Board Chairperson, County Executive, and County Clerk are authorized to execute the agreement on behalf of Outagamie County.
Resolution No. 102—2023-24 – Legislative/Audit and Human Resources Committee. Approve an Agreement between Outagamie County and General Teamsters Union Local 662, collective bargaining representative for the employees of the Outagamie County Highway Department for calendar year 2024, with no fiscal impact to the 2024 budget as the wages have already been included in the budget as detailed in the attached Agreement and
Appendix A.
