The Board meets pursuant to adjournment, and is called to order by Chairperson Nooyen at 7:00 p.m. in the County Board Room, located at 320 South Walnut Street, Appleton, Wisconsin.

Resolution No. 62—2022-23 – Finance Committee. Support the attached Village of Hortonville Tax Incremental District (TID) No. 6 Project Plan, dated August 16, 2022, and recommend that the County representative on the Village of Hortonville TID Board of Review vote in favor of this plan.
Resolution No. 63—2022-23 – Highway, Recycling and Solid Waste Committee and the Property, Airport, Recreation and Economic Development Committee. Establish the MRF Robotics Installation Project as a public works project total cost exceeding $500,000 in accordance with Section 50-87 of the County Code of Ordinances, and authorize the formation of the MRF Robotics Installation Project Oversight Committee to oversee all phases of the project in the best interest of the County.
Resolution No. 64—2022-23 – Property, Airport, Recreation and Economic Development Committee. Authorize the County Parks Director to act on behalf of the County to sign and submit an application to the Wisconsin Department of Natural Resources (DNR) for a $4,000 grant, with 50% County match of $4,000, totaling $8,000, for the Newton Blackmour State Trail Improvements, with necessary supporting documentation, and undertake, direct, and complete the approved project, as noted on the attached fiscal note.
Resolution No. 65—2022-23 – Public Safety Committee. Authorize and approve the County Sheriff’s Office to apply for, accept, and expend the 2022 Justice Assistance Grant (JAG) issued by the US Department of Justice, to purchase equipment for the MILO simulator, and increase the Patrol line items for Intergovernmental Revenue and Supplies by $11,158 each, as noted on the attached fiscal note.
Resolution No. 66—2022-23 –Property, Airport, Recreation and Economic Development Committee. Authorize and approve the Appleton International Airport to accept and expend grant funding of $3,010,000 in Economic Development Assistance (EDA) – ARPA Funds, to be used for the extension and completion of the Airport northwest business park access road, aircraft apron, and all required facilities needed to support the expansion of the business park, and approve the various budget adjustments, as noted on the resolution and attached fiscal note.
Resolution No. 67—2022-23 – Property, Airport, Recreation and Economic Development Committee. Establish the Appleton International Airport Business Park Expansion Project as a public works project, total cost exceeding $500,000 in accordance with Section 50-87 of the County Code of Ordinances, and authorize the formation of the Appleton International Airport Business Park Expansion Project Oversight Committee to oversee all phases of the project in the best interest of the County.
Resolution 68—2022-23 – Legislative/Audit and Human Resources Committee. Approve the attached Administrative Rule AR-2022-02, replacing Rule AR-2022-01, which amends the County Employee Handbook with adjustments and clarifying language in several areas, as noted on the attachments, and filed in the County Clerk’s Office.
Resolution 69—2022-23 – Legislative/Audit and Human Resources Committee. Approve increasing the following cost center line items by $230,000 each: Onsite Clinic Design/Construction, Capital Outlay; 2022 Capital Projects, Operating Transfer In; HC Stabilization, Operating Transfer Out; HC Stabilization, Fund Balance Applied; 2022 Capital Projects, Operating Transfer In; and HC Stabilization, Operating Transfer Out, for construction and supply costs related to the Employee Onsite Clinic, as noted on the attached fiscal note.
Resolution 70—2022-23 – Public Safety Committee. Authorize and approve the County Sheriff’s Office to apply for, accept, and expend the Fatal Vision grant issued by the Wisconsin Department of Transportation, to purchase fatal vision glasses, and increase the Patrol line items for Intergovernmental Revenue and Supplies by $4,900 each, as noted on the attached fiscal note.
Ordinance No. D—2022-23 – Highway, Recycling and Solid Waste Committee. Approve designating CTH F between Grandy Road and the West Village limits of Nichols and the East Village limits of Nichols to STH 47; CTH G between STH 47 and Lawn Road; CTH VV between STH 47 and Lawn Road; CTH X between CTH VV and Shady Road in the Town of Cicero, as an ATV/UTV route, as noted on the attachments.
