ESTABLISH ORDER OF THE DAY
2023 COUNTY EXECUTIVE BUDGET - The Finance Committee moves for adoption of the 2023 County Executive Budget as amended by the Finance Committee (see Final Finance Committee 2023 Executive Budget Amendments Worksheet).
The budgets will be taken up by committee in the order as listed below:

Extension:
Resolution No. 77—2022-23 – Legislative/Audit & Human Resources Committee. Amend the Extension Table of Organization, cost center 1008500, by eliminating one (1) part-time Horticulture Assistant position, effective January 1, 2023, as detailed in the attachments.
Health & Human Services:
Resolution No. 78—2022-23 – Legislative/Audit & Human Resources Committee. Amend the Health and Human Services Table of Organization, cost center 2061010, by creating one (1) full-time Communications Specialist position, effective January 1, 2023, and the fiscal change has been included in the budget as well as attendant budget expenditures and revenues, as detailed in the attachments.
Resolution No. 79—2022-23 – Legislative/Audit & Human Resources Committee. Amend the Health and Human Services Table of Organization, cost center 2061010, by creating one (1) full-time Community Health Supervisor position effective January 1, 2023, and the fiscal change has been included in the budget as well as attendant budget expenditures and revenues, as detailed in the attachments.
Resolution No. 80—2022-23 – Legislative/Audit & Human Resources Committee. Amend the Health and Human Services Table of Organization, cost center 2063595, by creating three (3) full-time Community Support Specialist–CLTS positions, one effective January 1, 2023, one effective July 1, 2023, and one effective October 1, 2023, and the fiscal change has been included in the budget as well as attendant budget expenditures and revenues, as detailed in the attachments.
Resolution No. 81—2022-23 – Legislative/Audit & Human Resources Committee. Amend the Health and Human Services Table of Organization, cost center 2063595, by creating one (1) full-time Program Assistant position effective January 1, 2023, and the fiscal change has been included in the budget as well as attendant budget expenditures and revenues, as detailed in the attachments.
Resolution No. 82—2022-23 – Legislative/Audit & Human Resources Committee. Amend the Health and Human Services Table of Organization, cost center 2066090, by creating one (1) full-time Records Specialist position effective January 1, 2023, and the fiscal change has been included in the budget as well as attendant budget expenditures and revenues, as detailed in the attachments.
Resolution No. 83—2022-23 – Legislative/Audit & Human Resources Committee. Amending the Health and Human Services Department Table of Organization, cost center 2062040, by creating one (1) full-time Social Worker Staff Development Specialist position effective January 1, 2023, and the fiscal change has been included in the budget as well as attendant budget expenditures and revenues, as detailed in the attachments.
Resolution No. 84—2022-23 – Legislative/Audit & Human Resources Committee. Amend the Health and Human Services Table of Organization, cost center 2067040, by eliminating one (1) full-time Social Worker I-V position – YFS, effective January 1, 2023, as detailed in the attachments.

Amend the Health and Human Services Table of Organization, cost center 2063595, by creating one (1) full-time Supervisor position – CLTS, effective April 1, 2023, and the fiscal change has been included in the budget as well as attendant budget expenditures and revenues, as detailed in the attachments.
Highway:
Resolution No. 86—2022-23 – Legislative/Audit & Human Resources Committee. Amend the Highway Table of Organization, cost center 6005000, by creating one (1) full-time Assistant Foreman position effective June 1, 2023, and the fiscal change has been included in the budget as well as attendant budget expenditures and revenues, as detailed in the attachments.
Resolution No. 87—2022-23 – Legislative/Audit & Human Resources Committee. Amend the Highway Table of Organization, cost center 6005000, by creating three (3) full-time Equipment Operator I positions effective June 1, 2023, and the fiscal change has been included in the budget as well as attendant budget expenditures and revenues, as detailed in the attachments.
Human Resources:
Resolution No. 88—2022-23 – Legislative/Audit & Human Resources Committee. Amend the Human Resources Table of Organization, cost center 1006000, by eliminating one (1) part-time Human Resources Office Assistant position and creating one (1) full-time Human Resources Office Assistant position, effective January 1, 2023, as detailed in the attachments.
Sheriff:
Resolution No. 89—2022-23 – Legislative/Audit & Human Resources Committee. Amend the Sheriff Table of Organization, cost center 1008007, by creating one (1) full-time Lieutenant position, effective July 1, 2023, and the fiscal change has been included in the budget as well as attendant budget expenditures and revenues, as detailed in the attachments.
Resolution No. 90—2022-23 – Legislative/Audit & Human Resources Committee. Amend the Sheriff Table of Organization, cost center 1008015, by eliminating one (1) full-time Health Records Specialist position, effective January 1, 2023, as detailed in the attachments.
Resolution No. 91—2022-23 – Legislative/Audit & Human Resources Committee. Authorize an employee base wage increase of one percent effective January 1, 2023, for the year 2023, exclusive of step increases, for the AS&P pay group. The Miscellaneous pay group employees, with said increase built into the 2023 annual operating budget (as detailed on the attached fiscal note and Fiscal Note Attachment A). Authorize a recruitment/retention payment to be made to eligible employees on the payroll as of June 1, 2023 and December 1, 2023, as noted on the resolution and attachments; also authorize the seasonal staff group a recruitment/retention payment in the amount of $250 to be paid at the start of the season with an additional $250 to be paid at the end of the season upon completion of the hour’s requirement. The recruitment/retention payments to be funded with American Rescue Plan (for eligible positions) dollars with the remainder covered with fund balance. Retain the employee step program for 2023 and all other benefits remain the same based on usage, as detailed in the attachments.

Ordinance No. Z-7—2022-23 – Agriculture, Extension Education, Zoning and Land Conservation Committee. Approve the amendment to the Outagamie County Comprehensive Plan, Volume 2: Action Plan, Future Land Use Maps 18, 21, 31 and 36, as reflected in the review of Exhibit 1.
Ordinance No. Z-8—2022-23 – Agriculture, Extension Education, Zoning and Land Conservation Committee. Adopt the petition of Paul Robert Gardener, property owner, to rezone parcel 190038300, two acres, from AED-Exclusive Agriculture District to AGD-General Agriculture District in the Town of Seymour, as detailed on the attached review and map.
Ordinance No. Z-9—2022-23 – Agriculture, Extension Education, Zoning and Land Conservation Committee. Adopt the petition of John Pashouwer, property owner, to rezone parcel 050053100, approximately one acre, from AGD-General Agriculture District to CL-Local Commercial District in the Town of Cicero, as detailed on the attached review and maps.
Resolution No. 93—2022-23 – Finance Committee. Approve the Information Technology (IT) line items: decrease Salaries by $80,000 and Fringe Benefits by $40,000; and increase the Purchased Services by $120,000, in order for the Department to utilize contract to hire opportunities, as detailed on the attached fiscal note.
Resolution No. 94—2022-23 – Legislative/Audit and Human Resources Committee. Approve of increasing the following cost center line items by $105,000 each: Onsite Clinic Design/Construction Capital Outlay; 2022 Capital Projects Operating Transfer In; HC Stabilization Operating Transfer Out; HC Stabilization Fund Balance Applied; 2022 Capital Projects Operating Transfer In; and HC Stabilization Operating Transfer Out, for construction related costs with the employee onsite clinic, as detailed on the attached fiscal note.
Resolution No. 95—2022-23 – Finance Committee. Approve “RESOLUTION AUTHORIZING THE REDEMPTION OF THE TAXABLE GENERAL OBLIGATION AIRPORT BONDS, DATED DECEMBER 27, 2012”.
Resolution No. 96—2022-23 – Highway, Recycling and Solid Waste Committee. Authorize releasing 0.73 acres of highway easement (described in the attached map and description) and the execution of the Quit Claim Deed to transfer, 0.73 acres, of highway right-of-way to the City of Kaukauna, after the documents are reviewed by the County Corporation Counsel, for good and valuable consideration of $1.00, as detailed in the attached fiscal note.
