The Board meets pursuant to adjournment, and is called to order by Chairperson Nooyen at 7:00 p.m. in the County Board Room, located at 320 South Walnut Street, Appleton, Wisconsin.

Review proposed new 9-1-1 Communications Center – Sheriff Clint Kriewaldt, Chief Deputy Corey Besaw, Commander Jeff Dietzen, Communications Center Supervisor Erik Nielsen, and Matt Bickel, Wold Architects & Engineers

April, 2024.

County Executive Nelson nomination for appointment of Jim Ecker to the Greenway Implementation Committee;
said term expiring July, 2025.

NEW BUSINESS
Resolution No. Z-3—2022-23
– Agriculture, Extension Education, Zoning and Land Conservation Committee.  Approve the rezone request for Jonathan Holewinski Rev. Trust and Katie Holewinski Rev. Trust, parcel 130022400,
10 acres, from Exclusive Agriculture District to Rural Development District in the Town of Kaukauna, as depicted on the attached review and map.

Resolution No. Z-4—2022-23 – Agriculture, Extension Education, Zoning and Land Conservation Committee.  Approve the rezone request for Bergstrom Converters Drive, Inc., for parcel 101077901, approximately 0.83 acres, from General Agriculture District to Local Commercial District in the Town of Grand Chute, as depicted on the attached review and map.

Resolution No. 15—2022-23 – Public Safety Committee.  Authorize and approve to increase the following line items by $101,622 each:  2022 Capital Projects Transfer In; Sheriff-Command Trailer Capital Outlay; 2021 Capital Projects Transfer Out; and decrease the Sheriff-Radio Microwave Capital Outlay line item by $101,622, to be used toward a previously approved command trailer purchase, as noted on the attached fiscal note.

Resolution No. 16—2022-23 – Public Safety Committee.  Authorize and approve to transfer $44,300 from the Small Department Vacation/Sick Leave Payout fund to the following line items: Clerk of Courts Salaries by $42,125, Fringe Benefits by $2,175, increase the General Funds Applied, Fund Balance Applied by $44,300, decrease the General Fund, Committed Fund Balance for Small Depts Vac/Sick Payouts by $44,300 and increase the General Fund, Fund Balance Unassigned by $44,300, as noted on the attached fiscal note and Small Departments Vacation and Sick Leave Payout Budget Request Form.

Resolution No. 17—2022-23 – Agriculture, Extension Education, Zoning & Land Conservation Committee.  Authorize and approve the University of Wisconsin-Madison (UWM), Division of Extension-Outagamie County Department to accept and expend grant funding from the Wisconsin 4-H Foundation by $1,250 for the Juntos program, and increase the following UWM-Extension cost center line items:  Intergovernmental Revenue by $1,250; Supplies by $930; Purchased Services by $320, as noted on the attached fiscal note.

Resolution No. 18—2022-23– Legislative/Audit and Human Resources Committee.  Approve in-year Table of Organization requests for the Health and Human Services Department effective June 20, 2022 (as noted on the resolution and attachments) and the related budget adjustments for 2022, as noted on the attached Position Addition Forms, Position Deletion Form, Job Descriptions, Position Classification/Grade Change Forms, Table of Organization, and fiscal note with Attachments A and B.

Resolution No. 19—2022-23– Highway, Recycling and Solid Waste Committee.  Authorize the County Highway Commissioner to enter into a State Municipal Agreement for the CTH JJ and CTH N intersection project and authorize funding for the county share of the project costs to be included in future budgets, as noted on the
attached fiscal note.

Resolution No. 20—2022-23 – Agriculture, Extension Education, Zoning & Land Conservation Committee.  Approve the following advisory referendum question to be placed on the November 8, 2022 General Election ballot:  Question:  Should the State of Wisconsin establish a right to clean water to protect human health,
the environment, and the diverse cultural and natural heritage of Wisconsin?

Resolution No. 21—2022-23 – Legislative/Audit and Human Resources Committee.  Approve the Correctional Officers and Operations Assistant reclassification requests for the Sheriff’s Office, effective with the pay period beginning June 5, 2022, with no 2022 budget adjustment necessary, as noted on the attached fiscal note, Position Classification/Grade Change Forms, Job Descriptions, and Table of Organization.

Resolution No. 22—2022-23 – Property, Airport, Recreation and Economic Development Committee.   Approve the First Amendment to the Lease Agreement between the Appleton International Airport and Gulfstream Aerospace Corporation in order to define the Commencement Date, with no fiscal impact, as noted on the attached First Amendment to Lease Agreement and fiscal note.

Resolution No. 23—2022-23 – Property, Airport, Recreation and Economic Development Committee.  Approve the Twelfth Addendum to the Lease Agreement between the Appleton International Airport and Gulfstream Aerospace Corporation in order to document the end date of the prior North Hangar Premises as March 31, 2022, with no fiscal impact, as noted on the attached Twelfth Addendum to Lease Agreement and fiscal note.

Resolution No. 24—2022-23 – Finance Committee.  Approve the Amendment to the Agreement between the County and East Central Wisconsin Regional Planning Commission in order to remove the stated budgetary reduction for Fiscal Year 2023 of $50,000 allocated among all member counties which equals approximately $15,700 for the County, with no budget adjustment needed, as noted on the attached fiscal note, Amendment to Agreement between the County and East Central Wisconsin Regional Planning Commission, and attachments.

Resolution No. 25—2022-23 – Finance Committee and the Property, Airport, Recreation and Economic Development Committee and the Public Safety Committee.  Support building a new addition to the existing Sheriff’s facility on Goodland Drive, Appleton, for the 9-1-1 Communications Center, the installation of a fiber optic line connecting the new 9-1-1 complex to the Brewster Village facility (Disaster Recovery Data Center), and ongoing operational costs, and support funding a new 9-1-1 Communications Center by maximizing federal dollars available through the American Rescue Plan Act (ARPA) based on eligibility criteria in the final rule, along with utilization of a portion of the County’s revenue replacement allocation (“lost revenue”) on the ARPA funds as well as $2.1 million already included in the 2022 Capital Improvement Projects budget, and authorize and approve to increase the following line items:  Sheriff – Comm Center Capital Outlay by $5,400,000; Sheriff – Comm Center Intergovernmental Revenues by $3,525,000; and General Fund Surplus Fund Balance Applied by $1,875,000, as noted on the attached fiscal note and Attachments A and B.

Ordinance No. C—2022-23 – Highway, Recycling and Solid Waste Committee.  Approve designating CTH VV between French Road and Vandenheuvel Road in the Town of Seymour, as an ATV/UTV route, as detailed on the attached Memorandums and map.
