The Board meets pursuant to adjournment and is called to order by Chairperson Nooyen at 7:00 p.m. in the County Board Room, located at 320 South Walnut Street, Appleton, Wisconsin.

NEW BUSINESS
Resolution No. 125—2022-23
– Agriculture, Extension Education, Zoning & Land Conservation Committee.  Authorize and approve the Land Conservation Department to accept and expend funding from the Wisconsin Department of Natural Resources for $724,360 to provide cost sharing for runoff issues on the Donald and Carol Reese farm in the Town of Maine and increase the Land Conservation Grants line items, as noted on the attached fiscal note.

Resolution No. 126—2022-23 – Finance Committee.  Approve to deny the claim submitted by Chad Bodenheimer, on file in the County Clerk’s Office, that no action of this claim may be brought against the County or any of its officers, officials, agents, or employees after six months from the date of service of this notice.

Resolution No. 127—2022-23 – Health and Human Services Committee.  Authorize and approve of the Department of Health and Human Services (DHHS) to accept and expend the Family Treatment Court Implementation Grant, awarded by the US Department of Justice, of $760,455 over a three-year period of October 2022 through September 2025, 25% match each year, with DHHS budgeted funds, as noted on the attachments. 

Resolution No. 128—2022-23 – Health and Human Services Committee.  Authorize and approve of Brewster Village (BV) to accept a grant through the Workforce Advancement Training program to assist in funding the training and certification of newly hired certified nursing assistants and increase the line items for the 2022 and 2023 Budget Entry, as noted on the attached fiscal note. 

Resolution No. 129—2022-23 – Health and Human Services Committee.  Authorize and approve of Brewster Village (BV) accepting and expending funding provided through the Wiscaregiver grant program and increase the line items for the 2022 and 2023 Budget Entry, as noted on the attached fiscal note.

Resolution No. 130—2022-23 – Legislative/Audit and Human Resources Committee.  Approve the Administrative Rule 2023-01 (as attached), replacing Administrative Rule 2015-05, which amends the County Social Media Administration Rule, and will be on file in the County Clerk’s Office in a manual labeled “Outagamie County Administrative Rules”. 

Resolution No. 131—2022-23 – Legislative/Audit and Human Resources Committee.  Approve the creation of one full-time Social Work Specialist Sunset position effective January 30, 2023, for the Health and Human Services Department Family Recovery Court, as noted on the attachments. 

Resolution No. 132—2022-23 – Property, Airport, Recreation and Economic Development Committee.  Authorize and approve of increasing the Airport line items, for the Airport T-hangar repair project, as noted on the attached fiscal note.

Resolution No. 133—2022-23 – Property, Airport, Recreation and Economic Development Committee.  Authorize and approve the Airport line items, to accommodate an increase in the Airport parking rates, as noted on the attachments.
