County Executive Nelson nomination for re-appointment of Audrey Reese (term expiring June 30, 2023) and appointment of Montell Wright (term expiring June 30, 2026) to the Local Emergency Planning Committee.
County Executive Nelson nomination for appointment of Kevin Englebert as Development and Land Services Director.

Ordinance Z-10—2022-23 – Agriculture, Extension Education, Zoning and Land Conservation Committee. Approve to amend Chapter 54—Zoning for the following Sections of the Outagamie County Code of
Ordinances: 54-4; 54-130; 54-233; 54-235; 54-308, as detailed on the ordinance and attachments.
Resolution No. 134—2022-23 – Health and Human Services Committee. Respectfully request the state funding for county child support agencies be increased by $5 million GPR in each fiscal year of the 2023-2025 Wisconsin state budget, to generate approximately $9.7 million in additional federal funding each year, to ensure that Wisconsin counties can continue to effectively provide economic support to our children.
Resolution No. 135—2022-23 – Highway, Recycling and Solid Waste Committee. Authorize and approve the execution of the Landfill Agreement Outagamie County Northwest Landfill (attached), with the Village of Little Chute, the City of Appleton, and the Town of Grand Chute, and approve of granting a sum of $1,500,000, as detailed on the resolution and attachments.
Resolution No. 136—2022-23 – Property, Airport, Recreation and Economic Development Committee. Approve a lease amendment with Cellco Partnership, d/b/a Verizon Wireless for a communications tower on the UWO-Fox Cities campus located at 1478 Midway Road, Menasha, as detailed on the resolution and attachments.
Resolution No. 137—2022-23 – Public Safety Committee and the Legislative/Audit and Human Resources Committee. Approve to request the Governor and the State Legislature to fully support the 2023-2025 Biennial Budget requests proposed by the State Public Defender’s Office, District Attorneys, the Department of Justice, and the judiciary to provide critical support to our state’s criminal justice system services, and support an increase in the number of Full Time Equivalent positions in District Attorney offices in the State of Wisconsin.
Resolution No. 138—2022-23 – Public Safety Committee. Support pending legislation that would extend programs funded by a Treatment Alternative and Diversion grant to not only focus on alcohol and other drug treatment, but may provide treatment programs for a person with a mental health diagnosis.
Resolution No. 139—2022-23 – Legislative/Audit and Human Resources Committee and the Finance Committee. Authorize and approve the Airport Director Employment Agreement for Abram Weber to remain the Appleton International Airport Director through December 31st, 2027 (as detail on the resolution and attachments), and approve the Airport Terminal line items to increase Salaries by $3,500 and decrease Fund Balance Applied by $3,500, as noted on the attached fiscal note.
Resolution No. 140—2022-23 – Finance Committee. Go on record in support of the attached City of Kaukauna Project Plan for Tax Incremental District (TID) No. 12, with the exception of the public improvement projects listed on page 21 of the Plan that are considered recreational in nature, and recommends that the representative of Outagamie County on the City of Kaukauna TID Board of Review vote in favor of this TID, with the exception of public improvement projects mentioned above and on the resolution.
Ordinance No. E—2022-23 – Property, Airport, Recreation and Economic Development Committee and the Legislative/Audit and Human Resources Committee. Amend Section 10-174 – Animals, of the Outagamie County Code of Ordinances, as detailed on the ordinance and attachments.
