The Board meets pursuant to adjournment, and is called to order by Chairperson Nooyen at 7:00 p.m. in the County Board Room, located at 320 South Walnut Street, Appleton, Wisconsin.

APPOINTMENTS
County Executive Nelson nomination for reappointment of Brian Looker to the Outagamie Waupaca Library System Board; term expiring December 31, 2024.

County Executive Nelson nomination for appointment of Kristine Heise and reappointment of Shawn Sexauer to the County Local Emergency Planning Committee; terms expiring June 30, 2025.

NEW BUSINESS 
Resolution No. 77—2022-23 – Finance Committee.  Approve the line items to increase the Care of Veterans Graves Purchased Services by $2,800 and decrease Elections Supplies by $2,800, to reflect the increase in operational costs related to the care of Veterans graves and tombstones, as noted on the attached fiscal note.

Resolution No. 78—2022-23 – Finance Committee.  Approve of the following Financial Services line item adjustments by increasing:  Salaries by $40,000; Purchased Services by $15,000; Miscellaneous Revenue by $30,000; and by decreasing: Fringe Benefits by $18,500; Travel/Training by $6,500, as noted on the attached fiscal note.

Resolution No. 79—2022-23 – Health and Human Services Committee.  Approve various budget transfers and alterations in the 2022 Health and Human Services budget, as noted on the attachments. 

Resolution No. 80—2022-23 – Property, Airport, Recreation and Economic Development Committee.  Grant We Energies an easement for the area described as a strip of land twelve (12) feet in width, being a portion of Grantor’s land, being a part of the Southeast ¼ of the Southwest ¼, Section 25, Township 21 North, Range 16 East, Village of Greenville, Outagamie County, Wisconsin, as noted on the attachments.

Resolution No. 81—2022-23 – Public Safety Committee.  Approve the County Sheriff’s Office to apply for, accept, and expend the 2023 County/Tribal Law Enforcement Program grant issued by the Wisconsin Department of Justice for $30,403, to be split equally with the Oneida Tribe of Indians, and increase the following line items:  2023 Patrol Intergovernmental Revenue by $30,403; Patrol Supplies by $15,201.50, and Patrol Purchased Services by $15,201.50, as noted on the attached fiscal note.

Resolution No. 82—2022-23 – Public Safety Committee.  Approve the County Sheriff’s Office to accept and expend an unsolicited donation from Kaukauna Bombers Youth Softball Team for $1,500, to be used toward the purchase of a drone and controller to replace a damaged mini drone and increase Patrol line items for Miscellaneous Revenue and Supplies by $1,500 each, as noted on the attached fiscal note.

Resolution No. 83—2022-23 – Public Safety Committee.  Approve the County Sheriff’s Office to accept and expend an unsolicited donation from Keller Inc. in the amount of $2,500, to be used toward the purchase of a drone and related accessories and increase the line items for Patrol Miscellaneous Revenue and Patrol Supplies by $2,500 each, as noted on the attached fiscal note.

Resolution No. 84—2022-23 – Public Safety Committee.  Approve of increasing the following Register in Probate line items:  Salaries by $3,500; Fringe Benefits by $10,000; Travel/Training by $100; and Reimb Costs – GAL – Private by $13,650, as noted on the attached fiscal note.

Resolution No. 85—2022-23 – Public Safety Committee.  Approve the Criminal Justice Treatment Services request for 2022 budget adjustments, as noted on the attached fiscal note.

Resolution No. 86—2022-23 – Public Safety Committee and the Property, Airport, Recreation and Economic Development Committee.  Establish the Sheriff Storage Facility Project as a public works project whose total cost will exceed $500,000 in accordance with Section 50-87 of the County Code of Ordinances and authorize the oversight of the Sheriff Storage Facility Project to be added to the existing 9-1-1 Communications Center Construction Project Oversight Committee who shall oversee all phases of the project to ensure that the project is proceeding in the best interest of the county.

Resolution No. 87—2022-23 – Highway, Recycling and Solid Waste Committee.  Approve of various budget transfers and alterations in the 2022 Recycling and Solid Waste and Single Stream Recycling budgets, as noted on the attachments.

Resolution No. 88—2022-23 – Finance Committee.  Approve to deny the claim submitted by Anne C. Leschke that has been placed on file in the office of the Outagamie County Clerk and that no action of this claim may be brought against Outagamie County or any of its officers, officials, agents, or employees after six months from the date of service of this notice.

Resolution No. 89—2022-23 – Finance Committee.  Approve of increasing the following 2022 American Rescue Plan line items by $25,000 each:  Intergovernmental Revenues and Capital Outlay, to be used for additional emergency two-way radios, and increasing the following 2023 American Rescue Plan line items by $75,000 each:  Intergovernmental Revenues and Allocated Applied Expense, to be used for personnel costs related to implementation of the Total Rewards Study, as noted on the attached fiscal note.

Resolution No. 90—2022-23 – Health and Human Services Committee.  Approve the Brewster Village Revenues line item adjustments by increasing the Intergovernment Revenues by $770,637 and decreasing the Self Pay Revenues by $770,637, to accept and expend COVID grant funding made available to health care facilities for reimbursement of allowable expenditures and lost revenues related to the COVID-19 pandemic, as noted on the attached fiscal note.

Resolution No. 91—2022-23 – Health and Human Services Committee.  Approve of various budget transfers and alterations in the 2022 Brewster Village budget, as noted on the attachments.

Resolution No. 92—2022-23 – Property, Airport, Recreation and Economic Development Committee.  Approve of various budget adjustments for 2022 Parks Department budget, as noted on the attachments.

Resolution No. 93—2022-23 – Public Safety Committee.  Approve the Sheriff’s Office to accept and expend the Law Enforcement Agency (LEA) Grant made available from the Wisconsin Department of Administration for $144,744.05 along with corresponding 2022 and 2023 budget adjustments, as noted on the attachments.

Resolution No. 94—2022-23 – Public Safety Committee.  Approve the County Clerk of Courts request for 2022 budget adjustments, as noted on the attached fiscal note.

Resolution No. 95—2022-23 – Property, Airport, Recreation and Economic Development Committee.  Approve the line item adjustments to increase the Plamann Park Purchased Services and decrease the Reserve for Contingency Purchased Services by $96,000 each, in order to cover the 2020 and 2021 back charges along with 2022 storm water charges, as noted on the attached fiscal note.

Resolution No. 96—2022-23 – Public Safety Committee.  Approve the Court Commissioner and Family Court Commissioner joint request for 2022 budget adjustments, as noted on the attached fiscal note.

Resolution No. 97—2022-23 – Finance Committee.  Authorize writing off the 2022 Accounts Receivables, Delinquent Accounts Receivable Write-Offs and authorize the Finance Director to remove these receivables from the County records and deem them no longer collectible, as noted on the attachments.

Resolution No. 98—2022-23 – Highway, Recycling and Solid Waste Committee.  Approve of various budget transfers and alterations in the 2022 Highway budgets, as noted on the attachments. 

Resolution No. 99—2022-23 – Legislative/Audit and Human Resources Committee.  Approve the line item adjustments to decrease HR Travel/Training by $5,000 and increase the HR Supplies by $5,000 for employees’ badges supplies, as noted on the attached fiscal note.

Resolution No. 100—2022-23 – Public Safety Committee.  Approve the County Circuit Courts department request for 2022 budget adjustments, as noted on the attached fiscal note.

Resolution No. 101—2022-23 – Public Safety Committee.  Approve various Sheriff’s Office 2022 year-end budgetary transfers that account for unanticipated costs, costs being higher than anticipated, and shifting of resources to best utilize funds to meet department needs, as noted on the attachments.
