The Board meets for the ANNUAL REORGANIZATION MEETING, pursuant to Section 59.11 (1) (c), Wisconsin Statutes, and is called to order by County Clerk Jeff King at 4:00 p.m. in the County Board Room, located at
320 South Walnut Street, Appleton, Wisconsin.

County Clerk King – Appointment of three County Board Supervisors to act as Tellers.
Election of County Board Chairperson for a two-year term.
Once the Chairperson is elected and seated, the Chairperson will assume their duties.

Resolution No. Z-1—2022-23 – Agriculture, Extension Education, Zoning, and Land Conservation Committee. Approve the rezone request submitted by the Town of Grand Chute, on behalf of FVT Enterprises LLC, applicant/owner, for parcel 101081002, approximately 0.81 acres, from AGD-General Agriculture District to
IND-Industrial District in the Town of Grand Chute, as depicted on the attached review and map.
Resolution No. Z-2—2022-23 – Agriculture, Extension Education, Zoning, and Land Conservation Committee. Approve the rezone request submitted by the Town of Grand Chute, on behalf of Apex Properties Group LLC, applicant/owner, for parcels 101063112, 101063109, and 101063108, approximately three acres, from CL-Local Commercial District and IND-Industrial District to R-4- Multifamily Residence District in the Town of Grand Chute, as depicted on the attached review and map.
Ordinance No. Z-1—2022-23 – Agriculture, Extension Education, Zoning, and Land Conservation Committee. Adopt the petition of Corey Arts, representative for Arts Family Trust, owner, to rezone part of parcel 200016506, approximately one acre, from AGD-General Agriculture District to IND-Industrial District in the Town of Vandenbroek, as depicted on the attached review and map.
Ordinance No. Z-2—2022-23 – Agriculture, Extension Education, Zoning, and Land Conservation Committee. Adopt the petition of Dave Schmidt, agent for Schmidtzkes Properties II LLC, owner, to rezone parcel 060098400, approximately 0.31 acres, from RSF-Single Family Residential District to CL-Local Commercial District in the Town of Dale, as depicted on the attached review and map.
Resolution No. 1—2022-23 – Agriculture, Extension Education, Zoning & Land Conservation Committee. Authorize the execution of the attached Agreement for the Administration of Certain County-Adopted Non-Metallic Mining Reclamation Ordinances, as required by Wisconsin Administrative Code NR-135, by the East Central Wisconsin Regional Planning Commission (ECWRPC) and Addendum A, with no fiscal impact, and approve the terms and conditions for this partial transfer of authority, under Wisconsin State Statutes 59.52, 59.69(2)(d) and 66.0309, and that Outagamie County, along with Calumet, Winnebago, Waupaca, and Shawano counties, will be asking the ECWRPC to administer their Non-Metallic Mining Reclamation Plans and the Commission will establish additional procedures as necessary to implement the program and to ensure the counties compliance with Wisconsin Administrative Code NR-135.
Resolution No. 2—2022-23 – Property, Airport, Recreation and Economic Development Committee. Approve the ground lease agreement between the County and Gulfstream Aerospace Services Corporation to construct a new paint hangar facility at the Appleton International Airport, as noted on the attached Ground Lease Agreement, and authorize and approve the line items by increasing the Rental Properties Land Rent and decreasing the Terminal Fund Balance Applied by $15,254 each, as noted on the attached fiscal note.
