The Board meets pursuant to adjournment, and is called to order by Chairperson Nooyen at 6:30 p.m. in the County Board Room, located at 410 South Walnut Street, Appleton, Wisconsin.

ROLL CALL of the Board of Supervisors.  Board Chairperson requests the Board's confirmation regarding excused members.

APPOINTMENTS

County Executive Nelson nomination of Jim Pleuss as an alternate representative on the University of Wisconsin-Fox Valley Board of Trustees, term expires the end of 2018.

REPORT BY THE COUNTY EXECUTIVE - County Executive Thomas Nelson will give an Administrative Update.

REPORT AND PRESENTATION OF COUNTY LOBBYIST - County Lobbyist Mark Wadium will speak on subjects of County interest.

NEW BUSINESS

Resolution No. 44—2017-18– Agriculture, Extension Education, Zoning & Land Conservation   Committee.  Approve accepting and expending the grant award of $20,000 from the Oneida Tribe of Indians of Wisconsin, and amending the Land Conservation Department 2017 revenue and expenditure budgets in the amount of $20,000 and increasing capital outlay $20,000 for improvements and upgrades of a storage shed, as noted on the attached fiscal note.

Resolution No. 47—2017-18– Finance Committee.  Approve of a budget adjustment to increase fund balance applied for Debt Service Fund 324 for G.O. Notes 2016B by $13,349, increase principal payment on notes by $3,000 and increase interest payments on notes by $10,349 for a total expenditure amount of $13,349 as noted on the attached fiscal note.

Resolution No. 48—2017-18– Finance Committee.  Initial resolution authorizing general obligation bonds or promissory notes in an amount not to exceed $3,450,000.

Resolution No. 49—2017-18– Finance Committee.  Initial resolution authorizing general obligation promissory notes in an amount not to exceed $8,250,000.

Resolution No. 50—2017-18– Finance Committee.  Initial resolution authorizing general obligation bonds or promissory notes in an amount not to exceed $2,100,000.

Resolution No. 51—2017-18– Finance Committee.  Authorize and approve the Emergency Management Department's request to implement a $40 per hour training fee. A budget adjustment for additional revenues has not been included since no financial impact is anticipated at this time.

Resolution No. 52—2017-18– Property, Airport, Recreation & Economic Development Committee.  Approve declining the creation of an oversight committee for the Airport Fuel Tank Installation Project.

Resolution No. 53—2017-18– Public Safety Committee.  Authorize and approve the Sheriff's Department to apply for, accept, and expend the 2017-18 Seat Belt Enforcement Grant as noted on the attached fiscal note.

Resolution No. 54—2017-18– Public Safety Committee.  Authorize and approve the Sheriff's Department to apply for, accept, and expend the 2017 Justice Assistance Grant as noted on the attached fiscal note.

Resolution No. 55—2017-18– Finance Committee.  Approve a budget reduction for the facilities related projects and expenses and debt financing, as well as the other projects’ budget adjustments as noted on the attached fiscal note, Attachment A, Attachment B and Attachment B1.

Resolution No. 56—2017-18– Highway, Recycling & Solid Waste Committee.  Approve the request by the Highway Department to have funds transferred to the intersection at CTH OO and Conkey project as noted on the attached fiscal note, Attachment A, and Attachment B.

Resolution No. 57—2017-18– Property, Airport, Recreation & Economic Development Committee.  Approve and authorize the execution of the Second Addendum to the lease agreement between Outagamie County and Air Wisconsin, for hangar space and ground equipment capable of servicing two (2) CRJ200 aircraft at the Appleton International Airport, with costs of approximately $99,000 to be offset by an increase in lease revenue, as noted on the attached fiscal note.
