REPORT AND PRESENTATION OF COUNTY LOBBYIST - County Lobbyist Mark Wadium will speak on subjects of County interest.

UNFINISHED BUSINESS

Resolution No. 162—2016-17 – Legislative/Audit & Human Resources Committee.  Approve Administrative Rule 17-01, as attached, amending all Personnel Manuals by changing all reference to hours “worked” to hours “paid” and to remove the 45 hour requirement and consistently apply 40 hours across all positions.  At the March 14, 2017 meeting, Supervisor Thyssen requested that Resolution No. 162 be held in committee.  No objection; so ordered.  At the April 18, 2017 meeting, Supervisor Thyssen requested that Resolution No. 162 be held in committee.  No objections; so ordered.  Note: On May 10, 2017 the Legislative/Audit & Human Resources Committee withdrew Resolution No. 162—2016-17.

NEW BUSINESS

Resolution No. Z-1—2017-18– Agriculture, Extension Education, Zoning & Land Conservation Committee. Approve of the proposed rezoning request for Joseph Berken of 3.3 acres located in the Town of Grand Chute from the General Agricultural District to the Industrial District. 

Resolution No. 8—2017-18– Agriculture, Extension Education, Zoning & Land Conservation Committee.  Approve of accepting and expending a $72,000 Perennial Forage Grant to develop cost-share agreements with farmers and approve reimbursing the LCD up to $10,080 in additional grant funding for salaries and fringe benefits incurred in the administration of the grant as noted on the attached fiscal note.

Resolution No. 9—2017-18– Agriculture, Extension Education, Zoning & Land Conservation Committee.  Urge the Governor of the State of Wisconsin and all elected representatives in the Wisconsin State Legislature to return to the $9.3 million appropriation for state aid to counties.

Resolution No. 10—2017-18– Agriculture, Extension Education, Zoning & Land Conservation Committee.  Recommend managements practices in the Wisconsin Wolf Plan as noted in the resolution and request that management of Wisconsin wolves be done by the State of Wisconsin not the federal government.

Resolution No. 11—2017-18– Finance Committee.  Support the Town of Grand Chute Tax Incremental District No. 3 Project Plan, as detailed in the attached, and recommend that the Outagamie County representative on the Town of Grand Chute TIF Board of Review votes in favor of the Town of Grand Chute’s TID No. 3 plan.

Resolution No. 12—2017-18– Finance Committee.  Oppose any legislation proposing the selling of the current Green Bay Correctional Institution and building a new, privately-owned facility, and encourage the Governor to require the creation of an inventory of facilities with open and rentable jail beds.

Resolution No. 13—2017-18 Legislative/Audit & Human Resources Committee.  Urge the Governor and State Legislature to protect Wisconsin workers by opposing legislation to repeal Wisconsin's prevailing wage law.

Resolution No. 14—2017-18– Legislative/Audit & Human Resources Committee.  Call for the creation of a nonpartisan procedure for the preparation of legislative and congressional redistricting plans as noted in the resolution. 

Resolution No. 15—2017-18– Property, Airport, Recreation & Economic Development Committee.  Approve the Highway Department to mill and resurface the UW Extension, Land Conservation, Ag Services, and Valley Packaging parking lots and the east portion of Brewster Street, as noted on the attached fiscal note.

Resolution No. 16—2017-18– Public Safety Committee.  Authorize a budget adjustment for the purchase of a new Computer Aided Dispatch System, a new Law Records Management System, and a new Jail Management System as noted on the attached fiscal note.

Resolution No. 17—2017-18– Public Safety Committee.  Authorize utilizing $35,000 of unbudgeted rental revenue for the construction of a unisex shower and workout room at the Sheriff’s Department Goodland Drive facility, as noted on the attached fiscal note.

Resolution No. 18—2017-18– Public Safety Committee.  Support proposed legislation permitting inmates confined to county jails, county houses of correction, or tribal jails under a Department of Corrections contract to leave the facility to participate in employment-related activities or other approved programs designated by the Department of Corrections in its contract with the local unit of government.

Resolution No. 19—2017-18– Public Safety Committee.  Support proposed legislation to allow a person, meeting certain requirements, to file a petition for expungement with the sentencing court after he or she completes their sentence, and support permitting a person whose petition is denied to file another petition in two years.
