On October 25, 2016, at 6:00 p.m., an informal gathering with former District 17 Supervisor Kathy Groat will occur in the County Board Room. No formal business will be taken up. However, a quorum of the County Board may be present.

A. County Executive Nelson nomination of Amie Bastian, Deb Ebben, Barney Lemanski and Keith Suprise for appointment to the Specialized Transportation, Planning & Policy Committee for indefinite terms.
B. County Executive Nelson nomination of Chad Hoerth and Thomas Marquardt for re-appointment to the Greenway Implementation Committee; said terms expiring October 1, 2018.
C. County Executive Nelson nomination of Anne Strauch for appointment as community business representative on the Coordinating Council; said term expiring April 30, 2018.

16. NEW BUSINESS
A. Resolution No. Z-8—2016-17 – Agriculture, Extension Education, Zoning & Land Conservation Committee. Approve of the proposed approximate one acre rezoning request in the Town of Grand Chute for Phillip Romenesko, Trasino Heights Developments, from Office Commercial District to Residential Two-Family District, as depicted on the attached review and map.
B. Resolution No. Z-9—2016-17 – Agriculture, Extension Education, Zoning & Land Conservation Committee. Approve of the proposed rezoning request in the Town of Greenville for ‘Jennerjohn Field of Dreams 1-21’ from General Agriculture District to Single Family Residential District for Lots 1 - 6 and Lots 9 – 21 with rezoning Lots 7 and 8 from General Agriculture District to Two-Family Residential District, as depicted on the attached review and map.
C. Resolution No. Z-10—2016-17 – Agriculture, Extension Education, Zoning & Land Conservation Committee. Approve of the proposed 8.5 acre rezoning request in the Town of Greenville for ‘Towering Pines Lot 19’ from General Agriculture District to Multi-Family Residential District, as depicted on the attached review and map.
D. Resolution No. Z-11—2016-17 – Agriculture, Extension Education, Zoning & Land Conservation Committee. Approve of the proposed 1.14 acre rezoning request in the Town of Greenville for ‘Towering Pines Lots 16, 17, & 18’ from General Agriculture District to Single Family Residential District, as depicted on the attached review and map.
E. Resolution No. 62—2016-17 – Highway, Recycling & Solid Waste Committee. Approve of various Highway Department 2016 budget adjustments as noted on the attached fiscal note and Attachment A.
F. Resolution No. 63—2016-17 – Property, Airport, Recreation & Economic Development Committee. Approve of transferring $29,000 from the Courthouse Maintenance Salaries Cost Center ($10,000), Fringe Benefits ($5,000), and Purchased Services ($14,000) to the Justice Center Maintenance Budget Salaries Cost Center ($27,000) and Fringe Benefits ($2,000), as noted on the fiscal note.
G. Resolution No. 64—2016-17 – Property, Airport, Recreation & Economic Development Committee. Approve of various 2016 airport budget transfers as noted on the attached fiscal note and attachment A.
H. Resolution No. 65—2016-17  / Resolution No. 65--2016-17 Corrected Fiscal Note 10/25/16 – Property, Airport, Recreation & Economic Development Committee. Approve the lease agreement for a portion of the Ag Services Building between Outagamie County and the State of Wisconsin Department of Agriculture, Trade and Consumer Protection as attached.
I.Resolution No. 66—2016-17 – Public Safety Committee. Authorize the Sheriff’s Department to apply for, accept and expend the 2016-2017 Seat Belt Enforcement Grant funds of $125,000, retaining $30,000, with the balance reimbursed to other participating agencies, and the $7,500 County match to be met with already budgeted funds, as noted on the attached fiscal note.
J. Resolution No. 67—2016-17 – Legislative/Audit & Human Resources Committee. Nominate Mike Thomas and Richard Schoenbohm as Gubernatorial Appointees to the East Central Wisconsin Regional Planning Commission.
K.Resolution No. 68—2016-17 – Legislative/Audit & Human Resources Committee. Authorize and approve transferring $3,000 from the Human Resources Cost Center-Travel/Training Line Item to the Negotiation/Mediation/Arbitration Cost Center-Purchased Services Line Item, as noted on the attached fiscal note.
L. Ordinance No. D—2016-17  / Ordinance No. D--2016-17-Corrected Map 10/25/16- Highway, Recycling & Solid Waste Committee. Amend Section 36-91 “Speed Zones Established” of the Outagamie County Code of Ordinances.

17. REPORTS

Budget consideration: (Note: A packet for the budget will be available November 2, 2016.) Per Board Rule 2-20 (a) The annual meeting of the County Board shall commence on the first Monday in November at 5:30 p.m. in the evening and shall continue on following days until an annual budget is adopted. The Board shall establish the order of the day to include meeting times for consecutive days.
