The Board meets pursuant to adjournment, and is called to order by Chairperson Nooyen at 5:30 p.m. in the County Board Room, located at 410 South Walnut Street, Appleton, Wisconsin.

Approve Administrative Rule 16-05 amending the Outagamie County Personnel Manual and all Interim Personnel Policy Manuals for consistency when employees become eligible for medical, dental and vision insurance, and approve eliminating the Retirement Health Savings option from the OCJCA Interim Personnel Manual by replacing it with a lump sum payout approach used by all other employee groups as noted on the attached fiscal note and rule.

A. Ordinance No. Z-2—2016-17 – Agriculture, Extension Education, Zoning & Land Conservation Committee. Comprehensive Revision to the Shoreland-Wetland Zoning Ordinance.
B. Resolution No. 113—2016-17 - Property, Airport, Recreation & Economic Development Committee and Public Safety Committee -Authorizes the purchase of the real estate and improvements located at 3030 E. Goodland Drive, Appleton, consistent with the provisions of the Offer to Purchase agreement and proposed contingency that a restrictive covenant owned by the City of Appleton be waived to enable utilization by the Sheriff’s law enforcement facility as noted on the attachments. In addition, approve an agreement to fund the capital purchase and implementation of a county-wide Records Management System from the lower project savings cost enabled by this purchase.
