The Board meets pursuant to adjournment, and is called to order by Chairperson Nooyen at 6:30 p.m. in the County Board Room, located at 410 South Walnut Street, Appleton, Wisconsin.

8. APPOINTMENTS
A. County Executive Nelson nomination ofJack Voight for appointment to the Land Information Council; said term expiring April 1, 2018.
B. County Executive Nelson nomination of Brian Van Straten, Bill Long, and Craig Moser for appointment to the Scale Office Expansion Oversight Committee.
C. County Board Chairperson Nooyen nomination of Jason Wegand, Bob Buchman, and Nadine Miller for appointment to the Scale Office Expansion Oversight Committee. Bob Buchman is also being nominated as the Chairperson of the committee.

9. REPORT BY THE COUNTY EXECUTIVE - County Executive Thomas Nelson will give an Administrative Update.

10. REPORT AND PRESENTATION OF COUNTY LOBBYIST - County Lobbyist Mark Wadium will speak on subjects of County interest.

12. NEW BUSINESS
A.Resolution No. Z-14—2016-17 – Agriculture, Extension Education, Zoning & Land Conservation Committee. Approve the proposed contract between the Zoning Administration and the USDA-APHIS Wildlife Services to review storm water ponds and make recommendations on behalf of the Federal Aviation Administration, which impacts wildlife attractants at the Appleton International Airport.

B. Ordinance No. Z-5—2016-17 – Agriculture, Extension Education, Zoning & Land Conservation Committee. Recommend adoption of the petition of Claymann Creek, LLC to rezone 82.7 acres located in the Town of Ellington from the General Agriculture District to the Residential Single Family District.

C. Ordinance No. Z-6—2016-17 – Agriculture, Extension Education, Zoning & Land Conservation Committee. Recommend the attached proposed Amendment to the Outagamie County Comprehensive Plan to rezone 82.7 acres in the Town of Ellington from the General Agriculture District to the Residential Single Family District.

D.Resolution No. 138—2016-17 – Highway, Recycling & Solid Waste and Property, Airport, Recreation & Economic Development Committees. Establish the Scale Office Expansion Project as a public works project in accordance with Outagamie County Code Section 50-87 and establish the formation of the Scale Office Expansion Oversight Committee to oversee all phases of the project.

E. Resolution No. 139—2016-17 – Agriculture, Extension Education, Zoning & Land Conservation Committee. Approve amending the 2017 Land Conservation Budget by increasing Revenues by $18,938 with offsetting expenditures in salaries ($13,780), fringe benefits ($1,958), and capital outlay ($3,200).

F. Resolution No. 140—2016-17 – Legislative/Audit & Human Resources Committee. Authorize a 1% wage increase to all seasonal employees as noted in the attached fiscal note.

G.Resolution No. 141—2016-17 – Property, Airport, Recreation & Economic Development Committee. Approve the lease agreement between Outagamie County/Appleton International Airport and Faith Technologies, Inc., as noted in the attached Common Storage Hangar Space Lease Agreement.

H.Resolution No. 142—2016-17 – Property, Airport, Recreation & Economic Development Committee. Approve the lease agreement between Outagamie county and Quality Mechanical Services, In., as noted in the attached Building Lease Agreement, and approve adjusting the 2017 adopted budget by increasing the Rental Properties Cost Center by $4,000.

I. Resolution No. 143—2016-17 – Property, Airport, Recreation & Economic Development Committee. Approve the Second Amendment to Air Cargo Apron Agreement between Outagamie County and Federal Express Corporation, as noted in the attached agreement.
