Due to COVID-19, the County Clerk has instituted the following requirements for marriage licensing: 

  • Only couples are allowed to attend marriage license interviews with staff.  The County Clerk is limiting attendance of the interview to the couple only (independent interpreter if required). 
    • Do not bring additional family members to the interview. 
    • Additional family members will not be allowed to travel to the interview, but they will be asked to wait in the county's lobby area by security.  Children cannot be left unattended.
  • Couples must call for an appointment (920-832-5077)APPOINTMENT ONLY for all interviews. 
  • Nothing is allowing County Clerks to negate applicable marriage laws.  All Wisconsin Statutes are in effect relative to marriage licensing (see Wisconsin Statutes Chapter 765). 
  • No refunds will be issued. 
    • You must have definitive plans with an officiant to perform your ceremony.  
    • The County Clerk does not make those arrangements. 
  • Finally, the day of your interview couples must confirm open hours (920-832-5077).  With the pending health situation, availability may change. 

The County Clerk is a state constitutional officer who is elected by the public. The Clerk has both statutory and non-statutory responsibilities. Following are services provided in the County Clerk’s Office:

  • County Board Support – acts as secretary to the County Board 
  • Election Administration - has information regarding election rules, names of candidates for county offices, provides ballots to municipalities for voting purposes, and programs election equipment 
  • Licenses, Agreements, and Permits – issues marriage licenses and timber cutting permits 
  • Records/Documents – publishes the Directory of Public Officials for Outagamie County, provides county maps and platbooks, serves as permanent record keeper for public works bid openings and various other official documents 
  • Dog Licensing – distributes dog licenses to municipal treasurers  (contact municipal clerk for licensing of individual dogs)
  • Statistical Reports – issues statistical reports for assessment purposes
