Outagamie County Pre-Action Network is a county-sponsored partnership that works cooperatively with schools and communities to help young people reach their full potential by fostering a climate in which:
- Alcohol use is acceptable only for those of legal age and only when the risk of adverse consequences is minimal
- Prescription and over-the-counter drugs are used only for the purposes for which they were intended
- Other abusable substances, e.g., aerosols, are used only for their intended purposes
- Illegal drugs and tobacco are not used at all
A young person who reaches age 21 without smoking, using drugs, or abusing alcohol is virtually certain never to abuse them as an adult (www.casacolumbia.org)
Multiple studies indicate that $1 spent on prevention can result in roughly $10 in long-term savings to society (National Institute on Drug Abuse). That is why the Pre-Action Network and its partners are committed to helping schools and communities create the types of environments that empower children and adolescents to make positive, healthy choices.
Decades of research have identified risk and protective factors that influence a young person’s likelihood of abusing alcohol, tobacco, or other drugs. Risk and protective factors are aspects of a person (or group), their social environment, and their life experiences that make it more likely (risk factors) or less likely (protective factors) that they will engage in substance use.
Our prevention efforts aim to limit the influence of risk factors while strengthening and increasing the availability of protective factors that will help to reduce substance abuse and create healthier individuals and communities.
